try guest houses of the state government liaison offices- the ones that are still functioning anyway.

That's not true. Most guest houses on mainland still go for less than that. Why don't you call a few guest houses in VI and ask them. It works for me when I travel around UK though and I am visiting a new place where I don't know anyone.
