I hope there is a monitoring system by the World bank to evaluate the performance of fund drawn and spend, otherwise the main problem will be be accountability of the funds when released. The university system and leadership across the country has shown brazen disregard to accountability of funds internally generated. I won't be surprise if at the end of the day executed project is not commensurate to the amount released.
