From the look of things, I think he meant 2023 on paper... And commissioned by 2032.

I see no reason why it wont be completed seeing that it is just from Ibadan to Abuja and Kaduna to Kano. While lagos to Ibadan is a bit lengthy due to the routes mapped out, Kaduna to Kano will be a straight line.

Later you will say it will by 2040
