Initially, the SPT sought to assess situation on the ground and “examine the existing protection measures against torture" and other cruel treatment.
The UN body stopped the inspection after earlier this week its delegation was denied entry to a facility in the city of Queanbeyan in the state of New South Wales, eastern Australia.
According to local media reports, Queensland, another Australian state, also blocked visits to mental health facilities, citing local health legislation.

Explaining the decision to prevent UN inspectors from examining the Queanbeyan facility, Geoff Lee, New South Wales Minister for Corrections, argued that “the whole role of our jail system is to keep people safe” and protect them from criminals. “It’s not to allow people just to wander through at their leisure,” he added.

Nigeria to revive trade relations with Russia

Nigeria’s Ambassador to the Russian Federation, Mr Abdullahi Shehu, has pledged Nigeria’s commitment to resuscitating trade relations between Nigeria and Russia.

Shehu made the announcement in an interview with the News Agency of Nigeria (NAN) on Sunday in Moscow, saying that he would ensure that Nigeria exported more goods to Russia.

Asked if Russia would support Nigeria’s current fight against insecurity, Shehu said that “Russia holds strongly to its policy of non-interference but that it will be willing to assist Nigeria on Nigeria’s request.

“Russia’s policy is that of non-interference. Let me take you back to the colonial era:

“When other countries were scrambling for influence in Africa, Russia, then the Soviet Union said that it was not an imperialist power and, therefore, it did not colonise any country in Africa.

“Their position is that they will not interfere in your domestic affairs unless you invite them to come.

The official stance sparked a backlash from former Australian Prime Minister Malcolm Turnbull, who urged local authorities to “think carefully about the international company they are keeping” by blocking access to UN inspectors.

The Optional Protocol to the Convention against Torture, which has been ratified by 91 nations including Australia, obliges its members to allow SPT unannounced and unhindered visits to “all places where persons are deprived of their liberty” as well as to talk privately to them without witnesses.

Russian Defense MInistry confirms Russian Defense Minister Shoigu discussed Ukraine crisis with US Defense Minister Lloyd Austin in phone call.

Shoigu has also spoken with French, Turkish and UK Defense Ministers.

The Kiev regime is preparing a provocation related to the detonation of the so-called "dirty bomb" in Ukraine, unnamed credible sources in various countries, including Ukraine, have said.
A "dirty bomb", also known as a "radiological dispersal device," or RDD, combines a conventional explosive with radioactive material. Such a bomb typically uses dynamite or other explosives to scatter radioactive dust or smoke so as to cause radioactive contamination.

Peskov told Sputnik that Zelensky's statements about "preventive nuclear strikes" against Russia should not be ignored by the international community, since those remarks are nothing but a call to start World War 3, which would entail catastrophic consequences.

According to the documents, such a scenario is possible in the event of aggression against Russia or its allies with the use of weapons of mass destruction, or aggression with the use of conventional weapons, when the existence of the state itself is threatened.

South Korea says it fired “warning shots” at a North Korean boat that crossed the maritime border between the two countries. North Korea said it responded with fire from rocket launchers, early on Monday morning.
The North Korean retaliatory shots came around 5:15 am, a little less than an hour and a half after South Korea says it shot its warning shots at around 3:50 am. North Korea fired ten shots from a rocket launcher, according to Reuters. North Korean state media claimed South Korea fired "10 shells of multiple rocket launchers in the frontline zone."

On October 19, North Korea accused South Korea of “military provocation” during its military drills by firing rockets near Cholwon County in the South Kangwon Province. Those alleged actions have not been confirmed by the South Korean government. North Korea said units in the area were ordered to fire retaliatory warning shots. It is not known if the shots on Monday were related to this order.
