It does look urbanised, and the point he's making is that, Oba is a small town in Anambra, despite its relative development. That's unusual in Nigeria, as most of its development is centralised. In the states, it's pretty much the state capitals, and everywhere else is usually rural village settlements.

This is coming from someone born and raised in England.
