I just discovered that i could actually block skype on my hotspot by simply disabling layer 7 application on port 20591 and creating a mangle filter that marks random (or nth) outbound packets with 'connection-bytes' greater than (say) 100kb and place them into a particularly slow queue. AWESOME!!!
