"I envision Biafra to be a republic comprising of all the territories that within the cultural region known as Alaigbo. The will include places such as Onitsha, Enugu, Agbor, Ogwashi-uku, Awka, Owerri, Nnewi, Asaba, Nsukka, Aba, Opobo, Port Harcourt and Abakiliki. Geographically, Biafra will be larger than countries such as Switzerland, Belgium, the Netherlands, Taiwan, Rwanda, Jamaica, Israel, Denmark, Kuwait and Equatorial Guinea, with a landmass of about 16,000 square miles. Biafra’s total population will exceed 40 million, concentrated in cities such as Enugu, Onitsha, Port Harcourt, Asaba and Owerri. This figure will make more populous than the likes of Australia, Ghana, Cameroon, Canada, Taiwan, Malaysia, Portugal and Zambia. The combination of the above variables will make Biafra the most densely populated country on earth – a blessing, which if not well managed can become the country’s greatest undoing.

Biafra should adopt a unitary system of government, owing to the fact that it is a nation-state, being comprised almost entirely of Igbos (about 97% of the total population are ethnic Biafrans or Igbos). The country should be divided into 6 regions, Western Biafra (Biafra west of the Niger River), Northern Biafra (Nsukka and Enugu area), Eastern Biafra (Abakiliki, Ezamgbo and Cross River-Igbo area), Northwest Biafra (Onitsha, Awka, Nnewi and Oji area), Central Biafra (Okigwe and Orlu area) and Southern Biafra (Owerri, Aba and Port Harcourt area). These regions should be created for the purpose of administration only and its leaders should be appointed by the President of Biafra, instead of being elected. However, the most important level or tier of government should be the Community Government. Every community (that is town or city) should have an elected official to serve as the Community Administrator, otherwise known as mayor. These officials will be vested with executive powers, which include, but not limited to the administration of all city/town services, public property, police and fire protection, most public agencies, and enforcement of all city/town and national laws within the community. Each town will be divided into villages and each city will be divided into boroughs. Towns and villages can elect traditional rulers who will be their ceremonial heads, titular monarchs and cultural symbols, with no executive powers and they will be barred from participating in politics. A traditional ruler – variously called Igwe, Obi, Eze, etc – can be sanctioned or deposed by the federal legislature following complaints by his people on the grounds of misrule or abuse of power.

Biafra should also become a parliamentary republic based partially on the Westminster System. In each region, there will be a legislative body called the Regional Assembly, while at the national level there will be a unicameral parliament known as the Congress of Biafra. The Congress of Biafra will be vested with legislative powers and it shall be fully autonomous from the executive arm. It should be made up of not more than 300 members or Congress people, 50 from each region. The Congress of Biafra is to check the powers and activities of the executive arm of government, as well as the Regional Assemblies. In the same vein, the Congress of Biafra is to be checked by the Biafran Council of Chiefs – a constitutional consultative body made up of all the Traditional Rulers in the country. The leader of this group will serve as the ceremonial Vice President of Biafra and the position will change hands every 2 years.

The executive arm of the Biafran Government will be headed by an elected President whose three roles are the Head of State, Head of Government and Commander-in-chief of the Biafran Defence Forces. The president is entitled to a maximum of two four-year terms and he shall upon election at the polls name his cabinet – a 15-member body that will help him carry out his duties. The President shall appoint one of the 15 cabinet ministers to be the Chief of Staff who, by virtue of this position, becomes the President’s number two man and next in line to succeed him in a situation whereby he is unable to perform his duties as the President of Biafra. In the order of precedence, the Chief of Staff comes after the President, the Vice President, the President’s spouse and the Vice President’s spouse, and he precedes the Speaker of the Congress of Biafra and the Chief Justice of Biafra.

The third arm of government is the judiciary, whose duty is to interpret the law. There will be two types of laws in the country, namely: Civil Law and Customary Law. The judiciary will be made up of the Supreme Court of Biafra, the Court of Appeal, the High Court, the Magistrate Court, the Customary Court and special courts like the courts of arbitration, juvenile courts, mobile courts and family courts. The judgements of lower courts can be challenged in higher ones, though this depends on the nature of the case. The decision of the apex court of any case is final and legally binding. Failure to abide by its ruling shall attract state sanction and failure of the bodies in charge of administering those state sanctions to act will attract sanctions on their part. The Chief Justice of Biafra will serve as the head of the judiciary."
