Facts: Security services and teachers are the core of any serious nation. I don't think i can emphasis on this enough.

Solutions :
Entry level police - $(650 - 700) per month
Highest paid police on salary @$ 60000 per year.
Benefits for all security services should include free lunch for them and their kids under 5yrs old; discount on city transportation; and other innovative stuffs.

The catch:
Four year higher institution or equivalent. Being fit at all times. They will be the first in to be documented on a national Biometric scheme.

Hints for disqualification on debate:
No money - cut senators, house, ministers, and other benefactors pay.
How is it possible - Dedicate #2 tax money from everyone that works for that reason.

Security services include olokpa, detectives, SSS, and military. Teachers at all levels.
