Get a VPN e.g. www.hidemyass.com or any other VPN (they charge monthly)

Choose USA and connect your VPN

Double check via www.ip2location.com to make sure you are connected

Your computer IP should show USA IP. If done well

Go to www.paypal.com

Sign Up and choose USA as your country, state and city as shown by your ip2location

Go to http://www.instantvirtualcreditcards.com/ to get virtual card for verification

Once you have your virtual card, you need to register it with them. The instruction is on their site

Please note that during card registration you are to use the same sign up details e.g. Names, country, city, Zip code etc

Then go back to www.paypal.com and link your registered card to your account for verification purpose

The software works successfully with PayPal because PayPal powerful robot will never know your main location or IP other than you are on paypal.com and you from supported country and not able to track your history and cache thought it is adviseable and one my tips to always clear all your browsing history and confirm your location to be USA that will ascribed to your browser using services of ip2location,whatismyipaddress and other ones.

For one or two reason,I won't mention the name of this software in here so that PayPal programmers will not stumble on it and work on it but anyone interested in getting it can contact me later so that I will contact my programmer/developer to develop your own special one for you as it is not good to be sharing the allocated IP by the software with more than 2 PayPal accounts.

Its seems you don't know how this work, the card you pay just once. You don't need it again and as for the hidemyass you can use it for a whole lot of things not just paypal. if you need paypal it must be for a business right? All cost incur are you indirect cost anything that can't take care of both your direct and indirect expenses please run from it. Paypal is not GTB or UBA its strictly for Net-preneur.

I don't think you people need to be arguing back and forth. Especially straneur because you have done what many people try to feed on, by giving straight to point steps on how to do it. You have given a challenge that you need to wait for your responders to give theirs. People here are looking for others who will do what you did and not people they will call or rite later for payment to get what you have freely revealed. Let's also wait for legalwealth to reveal his strategy so we can compare and contrast and make choices.

So far, two of you seem to be saying same thing as per using a foreign ip address whether by website like hidemyass or software mentioned by legalwealth. It's all same you are achieving. I have been using paypal since 2005 but do not need all ip issue because I do from office, where my company ip address is not Nigerian. I used my paypal to pay for items on ebay and I think it's the paypal-allowed countries that matter and not a single country, state and city ip continuously. I will post two softwares here that people can use if they don't want to pay someone else to access foreign ip, provided Nairaland bot will not remove it. I have used hidemyass free ip option before but dedicated ip or vpn will truly be the best. A static ip or vpn sounds like dedicated to my understanding and not a changing (dynamic) one contrary to what legalwealth said. The two softwares or rather programs I am talking about are actually browsers like internet explorer but with their own embedded ability to change ip from Nigeria. One has option to choose country, state and city ip you want while the second chooses foreign ip for you automatically.

If I do not succeed in attaching it here, you may just google to download them, viz: Tor browser and WTL browser (hid-ip browser). Since I dont use software or hide ip to access paypal, I may not be able to vouch for workability of these programs for your paypal but I do know that it will allow you to use foreign ip addresses.
