I agree, but if you are looking for low cost ideas it really depends on what sort of things she likes and cares about.
- If it is spending time with you then maybe a picnic on the beach will do
- or cooking a meal for her at home and getting a video (that is good quality).
- Maybe going to one of the tourist attractions that you believe will be romantic will help.
- A pink teddy bear and a red rose. Something small that she can keep and say my man got me that he is so sweet.
- Perhaps a poem about how great she is framed with a little something to go with it i.e. perfume. -
- Maybe even a framed professional photo of the both of you.

Use your imagination it is quite hard for someone to advise you when they don't know what sort of thing your girl likes.

-Some girls may find a ticket to a local football match their best gift it depend on the girl, but I think i have given you some good ideas.

Also put a lot of thought into the preparation of things i.e. if you cook for her in your flat then maybe blindfold her before she enters the flat and put some flowers all over the place or cushions or something creative or atleast make sure the place smells nice (perhaps a quick spray of your cologne).
