for the GOOD part, the answer is YES!!!!!
to be good is a state of mind, and doesnt require anything from you.....just for you to make the right choices in life. so if there are two choices (a good and a bad one), its all down to you to make the RIGHT one. the fact that many make the wrong choices is irrelevant to the fact that THEY HAD THE OPPORTUINITY to do good, but decided otherwise. so YES everybody CAN be good, if they want to.

as for the WISE part, it is a definitive NO!!!!!
not everyone has the same opportunities in life, sadly some people are born DUMB, and no matter how long you send them to school, they will remain that way.

Life is about nature and nurture. As much as some of us had good role models and parenting, some did not.

If someone's father and all the men they knew and grew up around were thieves or layabouts, or abused women, the person might think that is the normal(good and wise) way of doing things. They know no better.
