If the rape victim is the one who is responsible for encouraging the rape, then surely by that logic, the victims of other crimes like murder also are responsible for being a victim? So if someone kills someone else, for argument sake, if they claim mini skirts cause rape, then it's their own fault for encouraging themselves to be murdered? Let's not be inconsistent here! If you get murdered for saying a miniskirt causes rape, you had it coming. It's your own logic!

And how does the king propose to tackle rapes of children and elderly women? Ban them from going outside?

I think that every country that blames women for rape and forbids them from wearing "provocative clothing" should be obliged to have a similar law for men: zippers should be banned on trousers - elasticated bands only. The time it takes down a pair of pants, a woman has a fighting chance of escape. It takes two hands to take down elasticated pants and it's pretty difficult to move with pants dangling down knees or ankles.
