A Presidency official, who spoke to one our correspondents in confidence, on Sunday, said, “The picture being painted is that of total neglect of the police training colleges, including the one in Ikeja.

“But the fact is that some money was budgeted for those colleges. How has the money been spent? There will be a probe and anybody found wanting will be sacked.”

Already, sources said top officials at the Ministry of Police Affairs, the Police Service Commission, and the office of the Inspector-General of Police have been put under scrutiny over the condition of the PCI.

It was also gathered that the DIG ‘E’ Department, Mr. Marvel Akpoyibo, who oversees training in the Nigeria Police, might be called upon to give explanations on the “unacceptable magnitude” of rot in the police training schools.

Jonathan, who could not hide his anger during the visit to the PCI en route Cote d’Ivoire for the ECOWAS Summit on Mali, said that the rot , being televised as a documentary on a Lagos-based privately-owned Channels Television, was meant to tarnish the image of his administration.

The documentary was said to have informed his unscheduled visit to the college.

[b]“This is a calculated attempt to damage the image of this government. The Police College, Ikeja, is not the only training institution in Nigeria,” he had said.

His questions on who got Channels to film the depreciation in facilities caused by years of sustained decay were not answered by the embattled commandant of the college.

[/b]A confidant of the President said that Jonathan was of the view that those appointed to occupy sensitive positions had failed to do their jobs.

The President’s visit coincided with a wedding reception being held at the Police College.

There were fears that the police college had long deviated from the standard norms associated with a police formation .

It was learnt that the field of the Police College was being rented out to the public for ceremonies ranging from weddings, funerals and sundry social activities. The proceeds from such rentals hardly appear in the college’s books nor do they reflect in the maintenance of facilities in the school.

Also, those in charge of the PCI were alleged to place priority on such rentals at the expense of serious training programmes in the school.

The Police Public Relations Officer of the PCI, Mr. Agu Genny, however, said he did not know if money was paid to the college for renting the field as it was not under his responsibility.

“I don’t know how much or if money is paid for using the field because it is not my responsibility. That question should be directed to the officer in charge of finance or the commandant of the college”, he said.

Like the proceeds from the rentals, monies realised from billboards, including spectacular boards that are rented by advertising agencies, are not accounted for.

An officer, who declined to give his name because of the sensitivity of the scandal, said, “Look, for many years outdoor advertising agencies have always erected their spectacular billbords in our premises.[quote]

Apparently embarrassed by what he saw at
Nigeria’s Police College, on last Friday,
President Goodluck Jonathan could not but
lament openly, asking why people were being subjected to a treatment fit for chickens in the
poultry. The unscheduled visit by Jonathan was a

one and it afforded the nation’s number one
citizen the opportunity to see first hand, the
very sorry state of the institution built some 73 years ago. A very dependable source privy to
the visit quoted the exact words of Mr. President.
An obviously miffed Jonathan could not but
ask: “Why are you treating people like poultry
chicken”? The visit, which was as a result of a
promotional documentary being aired on Channels TV and
which the president had seen, lasted less than
one hour. Sunday Vanguard learnt that when the
documentary first aired and Jonathan saw it,
“he could not believe what he was seeing”. It was gathered that the Presidency could not understand why the television network could
be allowed to publicise the rot that had gone
on in the institution for so long . Jonathan in a Police

some
mischief was already being woven around the documentary until it was made clear to the
president that the network was in partnership
with the police authorities. Jonathan was made to understand that the
reason for the publicity, bad as it may appear,
“is to sensitise corporate bodies to the massive needs of the institution, such that when the
Channels’ Forum is held on Tuesday as
scheduled , there would have been enough
sensitization exercise. Also, information suggests
that, contrary to the
impression that some people had tried to create, which was that the documentary was
meant to embarrass the Jonathan
administration, “it was actually meant to be a
supportive engagement”. In fact, according to the
process of
engagement being instituted for the partnership, corporate bodies would not be
expected to make financial donations. Rather,
interested partners would pick a project
(either rehabilitation of the hostels or
construction of buildings) and fund it directly
for the benefit of the institution. Sunday Vanguard was told that “it was after
the president was made aware of the modus
operadi of the Channels/Police partnership that
he decided to pay the surprise visit.” Already, there
are strong indications that the
Presidency would buy into the partnership. “The president would be very supportive of
any activity or sets of activities that would
ensure a worthy restoration of the institution”,
a Presidency source said yesterday. Asked about
the initial feeling of
embarrassment, the Presidency source quipped: “I do not think that is the attitude of
Mr. President. “Mind you, that institution has been there for some 73 years. President Jonathan just got to
office some two and a half years ago; the
incumbent Inspector General of Police is just about a year and a half in office too. Would it
be wise to blame these two individuals for
something that had gone on for that long. Mr.
President is the first in recent history to visit the
place; the incumbent IG has deemed it fit to
accept to partner with the television network and, but for that, the massive interest it has
generated may not have happened”. Sunday

was airborne en route Abidjan, the Cote
D’Ivoire capital, for the ECOWAS meeting on the
Mali crisis, he was said to have caught the sight of an obviously worried man.

I hope GEJ makes many more visits like this, so that he can see firsthand why people abuse him when he allocates astronomic sums for his personal enjoyment. Maybe he feels that he has also allocated enough to the agencies and ministries .

Truth is that if the money is trickling down to the people, they really don't care what the president spends. In the oil rich UAE, the citizens are all enjoying...who cares if the Emir buys another private jet? But when your citizens are plying through bad roads, have bad hospitals and schools and you live like an Arab prince, it is a problem. Christianity is a practical religion-going to church conventions is not the proof of Christianity. You need to emulate Jesus compassion for the long suffering masses because few people have the opportunity to affect the lives of 150 million people like Mr. President has.

There is no president in the world that will want bad news about his administration aired on TV. The important thing is that he does something about it. Even Obama was not happy with the revelation of the Bengazi mess. That is normal for every human being. Like I said, the important thing is that he responds promptly. We need investigative journalists to do their job. What we don't need are the political play that goes along with it. Report it as is. No speculation and rumors. No insults and scoring of cheap political points. Even if the government is embarrassed, that's fine as long as they respond and the nation is better for it. Truth is, it is wrong to assume that a president sitting in Abuja will know everything going on accross Nigeria. Unfortunately, most government officials in Nigeria are sycophants including the so called oversight NASS! So they will never report the rot in the system. What is it with the gaffe at Ikeja thing. You guys are so consumed with your opposition politics, you dont know how funny you sound. The guy paid a visit to Ikeja. That is a big plus. He could have sat down in Aso Rock and sent someone to the place and nothing would have happened. The whole story would have faded away. The police will not even get support from most Nigerians mind you so no one will really push the case much. He was there! You cant change that. Even if he insulted somebody's mother there, it still doesnt change anything. Now he has seen it himself. The burden of responsibility is now greater than if he hadnt seen it. These leaders are human beings contrary to how you may think. I think going there himself, especially the way he kept the police hierarchy out of the loop, is a great thing. It is also a difficult thing to do in a large country like Nigeria. The onus is on the media to zero in on specific rots in the system and bring them to the fore.

He's lucky the Nigerian media is incompetent enough to expose the other side of his administration since day one. This shows that if things had gone as expected, his visit would have been one of those things regardless of the state of the police college or whatever. Even a PIG would not reside in that building. And to thing taxpayers (not the country!)budgeted some money for the police college AND the administrators were running their business using the building for other purposes as they wished. Crazy.
