Cajetan speaks: TOTAL RUBBISH: A state of emergency that won't affect the political setup of the affected states tantamounts to total rubbish. He just gave the military a presidential order to unleash a more comprehensive mayhem on unarmed civilians.

The president made a wrong choice I swear so you are telling me that our man and woman in uniform are not capable of addressing this issue without declaring such. This shows how poor your administration is. Let me point out some fact to the few people on here that believe that state emergency is the solution. Boko is one person with many follower kill or detain the leader and you kill the groups. My advice is this state of emergency does not make everything ok

nuclearboy: While this is good news on the surface, I fear it will force the BH animals to move to other areas. This will in turn trigger wider SOEs and gradually, the entire country may be turned into a theatre of urban warfare.

Being Yoruba myself, many here will feel this is opposition noise but God knows I wish the success and peace of Nigeria no matter who leads. I would have suggested he did the same thing but without declaring SOE i.e. move as much power as you feel is needed into those places and make those evil haramists feel what federal power can be like without making it official and thus forcing them (as is the case now) to go back to the drawing tables (we all know they DARE NOT face the full weight of the Army). If they now start moving into other states, he will be forced to play their game and follow them around, declaring states of emergency all over till people start mocking him in that regard.

People hate OBJ (we SW most of all) but he understood many of these things more - I dont blame GEJ anyway, cos he wasn't trained in such. However his defense advisers should be tied to drums and whipped cos this allows BH dictate the theatre of war as they desire
On the contrary that wont happen. For one, the SoE will disorganise them. And by d time they start moving to other states where they are not familiar with d residents they will start playing into the hands of intelligence agencies. Even the residents of neibghouring states will start scrutinising new people coming to their communities becos they wont want d same thing to happen in thier state.So this SoE is d best way to go. And dont underestimate our Generals.They understand the strategies of war.

Nigerians are so easy to govern because of our short memory, if you follow the decisions GEJ has taken on boko-haram, you will see that it is filled with blunders and political undertones rather than the interest of the security of the nation.
He once declared them as ghosts, offered amnesty and even set up committee....suddenly they are to be 'smoked' out by this dead on arrival state of emergency? Common? this was just a way to dissolve the governors forum, even my grandmother know that!

STOP CELEBRATING MEDIOCRITY NIGERIANS!

The Military has been in Maiduguri for close to three years still the menace is spreading and spreading fast...Boko-haram is like fire, you need to deal with it from source not just the flames....some key individuals are the source and the members are just flames there is little you can do to flames if the source of ignition is still active!

This Aba made state of emergency is going after the flames and leaving the 'source' in power. IT WON'T WORK!!!

Gbawe:

Well-said. The part in bold is the crux of the matter. No doubt GEJ, at crucial moments, needs the support of all Nigerians when the security of every citizen is under threat. Nonetheless, I join you to express pessimism about this development because, glaringly, we all know that the fundamental players, i.e sponsors enabling terrorism to flourish, are not being hunted down, shut down and killed aggressively and decisively as is the case elsewhere when a "cut-the-head-of-the-Snake" dedication has delivered enduring peace.

Deploy military might to States under emergency rule, and against foot soldiers, while deliberately avoiding the sponsors you tell us you know, will simply never deliver lasting solutions because the "head of the Snake" is free to replace foot soldiers in his determination to continuously sponsor terror against innocent Nigerians until he gets his way or is taken out.

GEJ is the worst President Nigeria can hope for in this situation since he is callously devoted to his 2015 agenda to the extent he can view Nigerians as cannon-fodders to be sacrificed in the war of deceit him and his Party affiliates are engaged in.

Anyone who is against my opinion should show me, factually and without insults or emotion, a single effort GEJ has put in to deal with even one prominent sponsor of terrorism. Instructive that Ndume, perhaps the most prominent alleged sponsor of terror, and as an aberration against what 99% of Nations worldwide would allow , remains on bail and travelling freely back and forth. Nigerians, open your eyes or you will keep dying as pawns in the game of very wicked and callous men who view you all as expendable and "unimportant".
Mr Gbawe, u made it sound as if this kind of insurgency is only in nigeria. It has been ongoing in places like Iraq, Afganistan, Somalia for more than 10 years.Using ur arguement one wonders why Iraq has not been able to handle the remnants of Sadam Husein. Afterall, the head of the snake was cut off.For ur information, d most difficult war to handle is d one coated with religion.Even the US is afraid of it. Ever ask yourself why the US is encouraging a religiously diversified society? The Almajiris have been brainwashed to believe they are dying for God. They are not doing it for d money. That makes it very difficult to contain.

I'm from the west. I know the solution to our problem I have writing proposal to the president many time because Nigeria security sucks that's a fact we need to reshape or security system. The problem with Nigerians is we still do things the old ways rather than attending to the situation on ground and improving our security system so to prevent such from happening again. Nigeria still believes that putting fear in us will stop crimes no it never does. Coming up with a system works and as new crimes accrues we improve on our security system, but we are not doing that. After the state of emergency what have we learned. We have learned that, that's is the only way to stop such crime. So those of you who are clamping continue to. That's why naija is jobless. Do we even have cyber security I'm sure the
Answer is clear no. It's sad people so your knowledge stop at declare state emergency do you guys know when such drastic measure supposed to be taking be ignorant now and you are forever an ignorant please my people wake up and help this great nation to once again become the giant of Africa.

Once I saw the bolded part of your statement, I stopped reading. You are actually the dumb person, not GEJ. Some of you guys with shallow brains always want to make people believe that you are wiser than all of those guys in Abuja.

The constitution of Nigeria did not say that democratically elected officials of an area under emergrncy proclamation must be sacked. If you make reference to Obasanjo's time, the Governors of Plateau and Ekiti (and the State Assembly in Ekiti too) were sacked because they were parties to the breakdown of law and order in their states. Except that is established, it would not be justified to sack any elected official.

The relevant section of the constitution has be excerpted and pasted below (make sure you read and educate yourself):

[b]305. (1) Subject to the provisions of this Constitution, the President may by instrument published in the Official -Gazette} of the Government of the Federation issue a Proclamation of a state of emergency in the Federation or any part thereof.
(2) The President shall immediately after the publication, transmit copies of the Official -Gazette of the Government of the Federation containing the proclamation including the details of the emergency to the President of the Senate and the Speaker of the House of Representatives, each of whom shall forthwith convene or arrange for a meeting of the House of which he is President or Speaker, as the case may be, to consider the situation and decide whether or not to pass a resolution approving the Proclamation.
(3) The President shall have power to issue a Proclamation of a state of emergency only when -
(a) the Federation is at war;
(b) the Federation is in imminent danger of invasion or involvement in a state of war;
(c) there is actual breakdown of public order and public safety in the Federation or any part thereof to such extent as to require extraordinary measures to restore peace and security;
(d) there is a clear and present danger of an actual breakdown of public order and public safety in the Federation or any part thereof requiring extraordinary measures to avert such danger;
(e) there is an occurrence or imminent danger, or the occurrence of any disaster or natural calamity, affecting the community or a section of the community in the Federation;
(f) there is any other public danger which clearly constitutes a threat to the existence of the Federation; or
(g) the President receives a request to do so in accordance with the provisions of subsection (4) of this section.
(4) The Governor of a State may, with the sanction of a resolution supported by two-thirds majority of the House of Assembly, request the President to issue a Proclamation of a state of emergency in the State when there is in existence within the State any of the situations specified in subsection (3) (c), (d) and (e) of this section and such situation does not extend beyond the boundaries of the State.
(5) The President shall not issue a Proclamation of a state of emergency in any case to which the provisions of subsection (4) of this section apply unless the Governor of the State fails within a reasonable time to make a request to the President to issue such Proclamation.
(6) A Proclamation issued by the President under this section shall cease to have effect -
(a) if it is revoked by the President by instrument published in the Official Gazette of the Government of the Federation;
(b) if it affects the Federation or any part thereof and within two days when the National Assembly is in session, or within ten days when the National Assembly is not in session, after its publication, there is no resolution supported by two-thirds majority of all the members of each House of the National Assembly approving the Proclamation;
(c) after a period of six months has elapsed since it has been in force:
Provided that the National Assembly may, before the expiration of the period of six months aforesaid, extend the period for the Proclamation of the state of emergency to remain in force from time to time for a further period of six months by resolution passed in like manner; or
(d) at any time after the approval referred to in paragraph (b) or the extension referred to in paragraph (c) of this subsection, when each House of the National Assembly revokes the Proclamation by a simple majority of all the members of each House.
