people can actually design a website for you but what of you trying to learn how to yourself Cos you going to continue paying people everytime you have a new project.try search for 'web page maker' which is very easy to understand, no html codes or try to learn more about how to use" frontpage" which is already installed in your comp.i could give the manual that will teach you how to use frontpage for a token.hope my post really helped.
