Kano state governor, Rabi’u Musa Kwankwaso today presented his administration’s 2013 Appropriation bill of N235,304,929,000 to the State House of Assembly . Tagged “Budget of Economic Consolidation and Fiscal Discipline”, the budget is made up of capital expenditure of N175, 510, 102, 000, representing 75 percent and a recurrent expenditure of N59, 794, 827, 000, representing 25 percent.
Governor Kwankwaso explained that “the recurrent expenditure proposal consists of N2.2billion for consolidate Revenue Fund Charges (CRF), N35.839 billion for Personnel Costs, and N21.706 billion for Overhead Costs while the Capital expenditure programme of N175.427 billion will be funded from an expected surplus over recurrent receipts of N89.071 billion and an expected capital receipt of N67.139 billion”.
The governor described it as a balanced budget with expenditure matching Revenue of the same size, adding that it is higher than that of the Amended 2012 estimates by N13,685,597,405, representing 6 percent increase. Gov. Kwankwaso remarked with pleasure that the government is transiting into 2013 with a healthy opening balance of about N20 billion.
Infrastructure got the lion share of the budget, receiving N62. 4 billion, while Works and Housing was allocated N41. 8 billion. Projects to be executed under these sectors include urban road constructions and dualizations, completion of some inherited projects, construction of two flyovers, construction and Channelization of Kwarin Gogau to Jakara Road as well as take-off of Independent Power Plants project at Tiga and Challawa Goje Dams.
According to Governor Kwankwaso, Education followed on the priority list with an allocation of N24. 17 billion, highlighting that out of this amount, N16 billion was set aside for basic and secondary education while N8.1 billion goes to commitments under higher education.
Governor Kwankwaso asserted that N9. 68 billion was earmarked for undertakings under the agriculture sector as part of the administration’s resolve to make mass food production the cornerstone of its intervention in the real sector of the economy. Priority projects to be undertaken under this sector include production, provision and distribution of fertilizer and grains, construction of a new Zoo at Bagauda and construction of new Kano Abattoir.
Under the health sector, the government, he said, planned to spend N8.04 billion in the 2013 fiscal year, explaining that the money will be used in upgrading, expanding and rehabilitation of hospitals and procurement of specialized equipment for them, as well as the construction of two schools of Nursing at Gaya and Madobi, and a School of Post Basic Midwifery at Gezawa, among other projects.

He stated that N7.445 billion was set aside for projects under the Water Resources sector, N3.355 billion, Housing, N1.5 billion for Information and Communication Strategy, N1.2 billion for Environment, and N1.005 billion, Commerce and Industry.
Other sectoral allocations are Rural and Community Development, N605 million, Science and Technology, N615 million, N1.189 billion for Security and Justice while Women Affairs is expected to get N345. 8 million.
“The 2013 budget will not only consolidate our development efforts but will ensure frugal and efficiency in our expenditure programmes. We intend to use the limited resources at our disposal to achieve maximum impact”, Governor Kwankwaso maintained.
Thus, the governor charged Ministries and government agencies to ensure effective performance, transparency and accountability in the discharge of their functions, adding that more attention will be paid to project monitoring and audit of financial transactions to achieve the set goals of the Kwankwasiyya government.
He then solicited continued cooperation of the people of the state to forge ahead and thanked the State Assembly, development partners and philanthropists such as Department for International Development (DFID), the World Bank, Aliko Dangote, Bill & Melinda Gates Foundation as well as the federal government’s Tertiary Education Trust Fund (TETFUND), and Universal Basic Education Commission (UBEC) for matching grants and for their proactive support to the government’s development ob

Engineer Rabiu Musa Kwankwaso will be long remembered in the history of Kano politics because of two important events; one, because he is the first leader in the whole of Hausaland to be defeated in the battle and come return a conquer in the history of Kano politics. Second, history will remember him as the first governor to bring radical approach to development of education in the whole northern Nigeria. He sponsored 100 Kano indigenes to study piloting, another 100 to study medicine abroad and also give 501 scholarships to Kano indigenes for post-graduate studies in 12 universities across the world.

Kwankwaso also approved the sponsoring of 25 young Kano students to go to India and the United Kingdom to study Marine Engineering for four years.

Within his two-year stay in office, Kwankwaso has successfully employed 2002 graduate into state civil service at a time when some other state governments are negotiating to reduce 10 per cent of workers’ salary.

He established the Northwest University in order to improve the quality of education in the state and the region. He did reveal to the executive secretary of the National University Commission his reason for establishing the second state university in Kano: “There is a very clear demand for more universities in the zone in general, and in Kano State in particular. Between 2000 and 2006, for example, the zone produced (on the average) 37,726 qualified candidates annually for university admission, while all the universities in the zone could admit only a maximum of 20,000 candidates annually. Kano State alone produced 26,696 qualified candidates (with five credits and above, including English Language and Mathematics) between 2008 and 2011. Many of these could not get placement in existing universities – federal, state, or private.”

All these will be impossible without his philosophy of financial discipline and patriotic zeal to develop the state to modern reality.

It is very clear in Kano now that there is zero tolerance for corruption in the state civil service, because no one has the temerity to divert public funds for his private use without risking arrest. He has, so far, ensured that he makes good use of funds at his disposal and follows due process.

Kwankwaso has given corruption the red card since his assumption of office by abolishing the votes which gives governors the right to spend public funds without the approval of the state executive council. Kwankwaso termed the so-called security vote “corruption”.

Bashir Zakari (Go-Slow) was one of those who believed in the Kwankwasiyya ideology in Tarauni Local government. He has toed the path, refusing to promote corruption by doling out money to politicians for no just cause.

Zakari also said that “Our government is opening; we are not corrupt as the former government where you see politicians riding expensive cars and traveling to Dubai for questionable parties. Within one year of Kwankwaso’s, Kano’s glory has returned; the governor is fighting corruption from all angles. That is the meaning of Kwankwasiyya.”

The legacy Kwankwaso is leaving behind is one in which nobody will steal government money and be free to spend it, because of his policy of financial providence. That is why you see me capital project that is going on in the state.

Bashir added that if not for this red card to corruption, we can now dream of better life in Kano and better social amenities. Our children can even go to study abroad. If he has noit got rid of corruption, how can he build over 850 classrooms within a year? How can he give scholarship to our children to study abroad?

As he made several promises during his election campaigns to the people of Kano, in order to reconstruct the state from total collapse, Kwankwaso made it clear that his government is not one in which people will come and share the treasury amongst themselves in the name of ‘the people’s governor’.

According to the governor, the Kwankwasiyya idelogy is simple and built on the basis of trust; hence the slogan ‘Kwankwasiya Amana’, a new political ideology formulated to tactically defeat corruption in Kano.

He threatened the population commission guy and the guy was thrown under the bus afterwards.

He threatened the aviation minister last week and everything he was asking for was hurriedly given unto him.

How I wish Fashola possess the same balls of steel - the man exemplifies what a strong leader should be.

Kwankwaso’s Unannounced Visit To State Secretariat Exposes Top Civil Servants

The non-challant attitude of civil servants to their work was again exposed as an unscheduled visit by the Kano State Governor, Engineer Rabiu Musa Kwankwaso to Audu Bako secretariat on Thursday caught most of the workers unaware.


The governor, who recently returned from Saudi Arabia on Hajj, visited Audu Bako secretariat – which houses major offices in the state around 9.30am on Thursday, and met the complex deserted as most of the workers were yet to resume work. Most government offices are opened for official duties from 8.00am but workers are expected to be in their respective offices before that time.
It was learnt that when the governor visited the office of the state’s Head of Service, he too was not on seat.
However, the Staff Officer, Alhaji Tijjani Sale who received Mr. Kwankwaso, explained that the Head of Service, Alhaji Umaru Shehu Minjibir was attending a funeral prayer.
It was the same sight that greeted the governor at the office of the state Auditor General, as most of the workers there were not on seat, except for the Director of Administration and General Service, Mallam Abubakar Musa.


Gov. Kwankwaso in a statement by his media aide, Halilu Dantiye, expressed displeasure with the lackadaisical attitude among senior officers especially, which was evident in their late coming to work.
He warned that his administration would not condone such attitude as it is detrimental to service delivery and attainment of the good governance objectives of his administration.

Kano govt signs MoU with Chinese firm on metroline

Gov. Rabiu Musa Kwankwaso of Kano State
Kano state government has signed a Memorandum of Understanding (MoU) with a Chinese firm, CCECC, for the construction of a modern intra city railway system in Kano city.

The state Commissioner for Works, Abba Kabir Yusuf, signed for the state government while Mr. Chao signed for the company.

Speaking shortly after the brief occasion at the council chambers of the Government House in Kano, the state governor, Rabi’u Musa Kwankwaso, said the agreement is for the company to send engineers to commence the project design.

He stated that when completed, the railway will ease transportation in the state capital, which is presently challenged by traffic congestion.

The governor expressed optimism that barring any unforeseen developments, the state government planned to start at least one railway line by 2015, when the tenure of his administration expires.

On his part, the Managing Director of CCECC Nigeria, Mr. Chao, told the governor that his company is handling a range of large scale civil engineering works in Nigeria, including sections of the Nigeria Railway Modernisation Project.

ANADARIYA: RETURN OF BIGGEST POULTRY

Before 1985, Anadariya farm was a household name not only in the northern part of Nigeria but in Africa and the world. When the farm was at its peak, a Boeing 747 plane conveys millions of chickens and eggs from the farm to Saudi Arabia twice a week. Daily Trust was at the farm and reports its ups and downs, as well as the reviving efforts presently going on.
A journey of about 70 kilometres from Kano city takes a traveller to Anadariya farm in Tiga district of Bebeji local government area of Kano state. Big bird houses and virgin land starts welcoming a visitor to the farm from a distance of about two kilometres before arriving the farm’s main entrance.
The vast land of about 2,000 hectares as well as facilities on ground are certainly enough to send a convincing signal that Anadariya farm is a giant agricultural centre. There are well over 40 birds’ houses with each occupying about two hectares of land spread across the farm.
Sections for staff quarters, offices, dam and even settlements meant for local residents indicate that before the farm closed shop, it was self sufficient. Though some of those facilities are wearing a dilapidated look due to years of lack of attention, their presence sends a message that there was once a giant farm that is yearning for revival; if not for anything, to fight against poverty and empower lots of people seeking for jobs.
Anadariya farm was founded by the late Alhaji Usman Sanusi Dantata during the 1960s. After operating for decades, the farm rose to prominence especially in the area of poultry farming. It became a centre of excellence in poultry that turned out to be a pride for the north and the country at large.
One of the sons of late Dantata, Usman Dantata Jr, saw the need of reviving the farm, saying, “I am presently the President and Chief Executive Officer of the farm. We have started reviving the farm to what it used to be before it closed down due to unforeseen circumstances.
“In 1985, my father had an accident after which he was hospitalised in America and for over 13 years he was not here. Obviously, businesses like this need one to be on ground. Because of that, the business gradually faded. I think we deliberately decided to stop all activities because we felt it was not right to be doing something that we cannot properly monitor. However, the infrastructure are still on ground and we are back to restart the business. For a year now, we are in the process of reviving the farm,” he said.
According to Dantata Jr, since the farm was prominent on poultry farming, poultry would be given more attention in the reviving process, adding, “But we are doing an integrated agric business that would include hatchery, production of feed, broilers, layers, processing and selling.
“Apart from that, we have about 2,000 hectare of land, which we are farming now. We have a farming department, essentially for our chicken feed. But we hope to diverse into food farming, fruit and vegetables,” he said.
It is obvious that successful management of a farm like Anadariya would require experienced and skilled manpower. He said they are not taking that area for granted. Above all, he said, the management under his headship has the passion to ensure that the farm strives.
“To be honest with you I have an investment/banking background. I worked with Marylyn in London and EDF. I was also a trader of commodities before I came back here. More importantly, I went to North Carolina where I got a certificate in feed production and broiler management.
“More than experience, I think what drives agricultural business is the passion. If you have the passion, I think it works better than the knowledge. On top of that, I have surrounded myself with some of the top managers in the field both locally and internationally. We have surrounded ourselves with a very strong team that comprises many doctors that have extensive experience of over 20 years in the field of poultry and agriculture.
“On our part, we are people who can learn quickly and we have market orientation of it. So, all these put together, I think we have established quite a big operational team,” enthusiastic Dantata Jr said.
He believes that the challenges facing the agricultural sector can only be solved if Nigerians work hard to surmount those challenges. He said it is Nigerians that ought to struggle to put the country back on track with initiatives like that of Anadariya farm.
“Generally, we should also help. Here in the north, there is prevalence of poverty and the only way forward is to get businesses like this going. The social effect that this type of business would have on our people is what is driving us. We know that this business would affect the lives of thousands of people. Already, we have a couple of hundreds of workers that we have employed. When we take up fully, we hope to employ about 25,000 people directly, and you know there would be much more indirect effect.
“So, we are hoping that with businesses like this, and with the help of state and federal governments, we would pull out of the tight situation that we are in right now. Here in Kano, I think the state government is helping us a lot. Also at the federal level, I think the agriculture initiative is also there. The minister of agriculture, I think, has the passion,” Dantata Jr said. Daily Trust observed that the renovation works at the Anadariya farm have gone far. Out of the 44 broilers and layers’ houses, work has been completed on 20, and these 20 houses are now operational for broilers only. It was also observed that some houses in the broilers’ section have been filled with chicks. Going round the layers’ section, workers were seen busy fixing the required equipments.
“Insha Allah,” Dantata Jr said, “very soon we would get the farm back to where it was before. Presently, we have about 50,000 broilers, and in the next couple of months we hope to have about 400,000 layers. Gradually, we are progressing. We are now at the set up phase and in the next six month or one year, we would be fully back with millions of birds going in and out of the farm.
“We have started producing broilers; 20,000 to 30,000 per week. For layers, they are more delicate. But our cages are getting ready and in the next two to three weeks, about 100,000 birds would be in and after that I think the sky would be our limit.”
On how to market their products, Dantata Jr said in order to have a feel of the market, he has for long been engaged in poultry business but at a small scale, adding, “We didn’t just start the business. I have been doing the business on a small scale with 50,000 broilers and 50,000 layers in and out. We did that to get the feel of the market and understand the market. We did that for a whole year. I am also happy that the Anadariya farm has kept good contact with its old clients. The people that used to do business with my father are still with us. We are discussing and they are ready to partner with us.
“We are also coming across new customers. We have a team that goes out there to look for new customers. The process should be a growing one and everyday should be a new day in the distribution process. We want to go phase by phase in marketingour products. We are starting with Kano, then neighbouring states, Nigeria and West Africa.
“We hope to reach the stage my father got to where he had a Boeing 747 plane flying chickens to Saudi Arabia twice a week. We feel attaining that feat is not something impossible, but we are taking it step by step. We have started discussing with people in neighbouring countries and we want to see how far we can go. We have spent quite a lot of money on equipment because the business we are into cannot strive without those equipments. We have gone to some leading companies in the world to acquire our equipment,” he said.
However, Dantata Jr said one of the challenges that is facing the farm is the problem of electricity. He said the farm management cannot allow the electricity problem to tie them down. And as such, he said, the farm is doing everything possible to address the problem of electricity and water in the farm.
“In a farm like this, we need electricity for our hatchery section. On the layers side, we have automatic feeder machines that work with electricity, and on the broilers and feed sections, we also need electricity for the machines there.
“We are hoping that light would soon reach our farm as I know the governor (Kano) is working hard on that not only for us but for the neighbouring towns and villages, who would benefit more. For now, we are trying to manage the electricity through converter, generator and solar sources,” he said.
As operation continues to improve, the management of Anadariya aspires to increase its activities in the farming sector in the cultivation of crops, fruits and vegetable like tomatoes, onions, mango, guava, oranges, wheat and even rice, adding, “We are planning a situation where we would have people who would be farming for us and buy back from them as a means of empowerment,” he said.
“We are close to the local people and they are very helpful, and this is why we feel we should give the issue of social responsibility attention. Kano state government has approved execution of Tiga dam and the Challawa Gorge Hydroelectricity projects, at the total cost of N14, 228, 852bn
Governor of the state, Dr. Rabiu Musa Kwankwaso who disclosed this during a meeting with the expanded caucus of the new PDP at the Government House, Kano, said that Tiga dam will generate 10 Megawatts while Challawa Gorge dam will generate 25megawtts of electricity respectively.
He said electricity generated from the two projects will be used mainly to power water treatment plants, street/traffic lights and possibly industrial areas in the state.
Kwankwaso further explained that the two projects will be jointly financed by the state government and the 44 local government councils, under a funding agreement.
Consequently, the 44 local governments will contribute N250 million each, totalling N11 billion while the state government will contribute the balance of N3, 228, 852, 600.
The governor said the design and construction of the two projects was awarded to Messrs. Skipper Nigeria Ltd., a subsidiary of Skipper Electricals, a leading Indian Multinational Company having their own manufacturing plants in Lagos (Nigeria) and Sharjah (UAE), apart from three (3) manufacturing plants in India.
He assured that the company is a well reputed and renowned name in Transformers, Sub-Stations, Sub-Stations Equipments, CT, PT, OHL Hardware and Accessories among others Worldwide.
Kwankwaso stated, “The state executive council has directed the state Ministry of Works, Housing and Transport to initiate process of signing of agreement for the commencement of the two projects which are significant milestones in the socio-economic transformation of the state.
In the same vein, the state Ministry of Finance was instructed to release mobilisation fees to the contractor upon the presentation of Bank Guarantee from a reputable bank and subsequent payments upon valuation of certificates.

That guy is actually loved by his people. I discovered this when I visited Kano last year. They call him "kwankwanseer".. I was opportune to attend an event where he was present, I saw nothing less than 5000 common people following his convoy and I was told its a normal thing anywhere he goes around Kano.

The Kano State Government says it generates N2 billion as internally generated revenue (IGR) monthly.
The state’s Commissioner of Finance, Abdulahi Gaya, said this in an interview with the News Agency of Nigeria in Kano on Thursday.
“We are making N2 billion monthly as our IGR as against between N400 million and N450 million monthly in 2011,” he said.
He said the State Government was able to make significant improvements in revenue generation because of some measures it put in place.
“This administration was able to raise its IGR profile by blocking all avenues for financial leakages and corruption.
“These tendencies were hitherto being exploited by some government officials to siphon public funds,” he said.
He also attributed the rise in the state’s internal revenue to more accountability, transparency and adherence to due process in government.
The commissioner said that money made by the state was partly being used to pay workers’ salaries and other allowances. He said that the State Government was committed to the judicious use of public funds, adding that the provision of infrastructure was sacrosanct to the administration.
“The crisis bedeviling E-payment of salary is no more a problem and is now history.
“Any worker not receiving his or her salary should report to the committee we have set up,” he said.

kano state is hoping to generate 10 billion naira monthly in 2 years. after the tax harmonization law and north and south trailer terminus have been completed and put to use.. kano state has alot of tax potentials currently the government is only able to collect tax in only the 7 local governments that make up kano city, with time kano would gradually follow the footsteps lagos..may be only after then our stupid inyamiri brothers can have rethink and return back to develop their red soil un attractive land...always yelling trying to blame others for their problems..yet the south east is one of the most under developed places in nigeria... to hell with all inyamiri(igbos) we dont want u in kano go and develop your land stupid inyamiri #parasites

Northern and Southern Terminus
The Terminus is a specially designed station with modern, state-of-the-art facilities for trailer parking and associated services. Two of these facilities are being developed in Kano City, at southern and northern entry points into the city (i.e. Zaria Road and Katsina Roads) respectively. The purpose is to decongest the metropolitan area and provide numerous economic benefits to the people and government of the State.

Southern Terminus (Gundutse Trailer Park)
The Southern Terminus is situated at KM 21 along Zaria road in Gundutse, Kumbotso Local Government. It covers an area of 200 hectares. Infrastructure worth six billion naira has been earmarked to be invested in this project. The state government has awarded the contract worth 6.8 Billion naira for infrastructural development to Hajiag Nigeria Limited. These infrastructural developments include building of roads, drainages and street lights in order to allow an organized development of the site. The major facilities in the project include Trailer Park, Bus Park, Mechanic Yard, Car City and Warehouses. Other facilities include filling stations, public convenience, restaurants, motels etc.

A Trailer parking lot will be provided with about twenty compartments with slots where more than 200 trailers can park at the same! The trailer paring has been strategically located to be close to the main Zaria road. Plots for more than two hundred warehouses have been provided for. Merchants, manufacturers, importers, exporters as well as haulage companies could own and develop their warehouses. About 100 slots have been provided for Luxurious buses parking with adequate facilities for their passengers’ convenience.

In addition to the economic oriented facilities, provision has also been made for socially oriented facilities such as Primary and junior secondary school, Islamiyya School, Mosque, Sport complex, Parks and garden, Clinic, Pull & Stop Court, Petroleum Filling Station, Police Station and other facilities.

Northern Terminus (Dawanau Trailer Park)
The Dawanau Terminus on the other hand is situated at KM 16, along Katsina road in Dawakin Tofa Local Government area. It is intended to provide huge capacity for the goods that enter the Stat through the northern corridors. Its infrastructural development contract has been awarded to SKY Technical and Construction Company Ltd. The company has been given 18 months to complete the work, after which development of the sites will begin in earnest. The same types of facilities will be provided in the two terminuses with few exceptions.

The Significance of the two projects
The city of Kano suffers from the persistent problems of road traffic congestion and its associated social and environmental effects. It has been estimated that on every single day, close to two thousand trailers move in and out of Kano city. These heady duty vehicles cause untold damage to the metropolitan roads and disorder in the city’s general traffic situation, in addition to safety threats causing road accidents.

The Kano State government under the visionary leadership of His Excellency Dr. Rabiu Musa Kwankwaso now wants to bring a lasting solution to such problems by decongesting the city and saving it from the trailers, and expanding the urban center further through the creation of different facilitates outside the main city. The Terminus Projects were initiated in order to achieve this as part of the administration’s five mega, multi-billion naira development projects with the aim of taking Kano State to greater levels of economic prosperity!

Decongestion of the Metropolitan Area
By providing a convenient parking, loading and offloading space for trailers, there will be no incidence of such heavy vehicles entering into the city and causing road congestions, pollution, accidents and all kinds of associated problems in the city.

Sustaining the Lifespan of Metropolitan Roads
Metropolitan roads are usually constructed with specific quality levels and definite lifespan. However, due to the excessive movement of heavy loaded trailers on such roads, the quality standards and subsequent lifespan is always curtailed. This causes huge overstretching of the state budget on the unnecessary rebuilding of roads.

Generating Employment Opportunities
The terminus projects are expected to generate a multitude of economic activities and therefore employment opportunities to thousands of people, form local communities living in that area to the army of craftsmen, technicians, traders and several independent service providers.

Attracting Foreign Investment Into the State
The investments expected to be attracted into the projects are not limited to Nigerians. Hence, investors from all walks of life are expected to participate in the development of different facilities in the two terminuses.

Modernizing the Business Culture in the State
By their designs, all the facilities that will be developed in the two terminuses will be fully modern both in physical development and in service delivery.

Expanding the Economic Base of the State
The terminus projects are conceived with the economic future of Kano State in mind. His Excellency the Executive Governor of Kano State Dr. Rabiu Musa Kwankwaso has envisioned a future in which the expanding needs of the business community is well taken care of now. This will be done by providing an enabling environment for growth and development of trade and industry while at the same time enhancing the quality of lives of people. Except for social service areas like police stations, fire service etc., all types of plots in the terminus are fully commercial, which could be allocated to interested applicants after paying stipulated development fees to the government through the Ministry of Land and Physical Planning.

That's really not impressive for a state like Kano! It should be generating at least 10 billion naira a month.....afterall, it's the economic capital of the north! Ogun -if my memory serves me right- generates about 4 billion a month, while ebonyi generated more tha 14 billion naira for the entire 2012; so kano should be doing much better!

oya tell me the monthly IGR of all south east states..atleast he tried in just 2 years to have triple the revenue from 400million to 2billion naira and still moving upward.. ebonyi generate 14 billion monthly shocked you must be out of your senses...if you are not parasites why do come to our land go and develop yours we dont want fake drugs, fraudsters, drug dealers, prostitutes in our land
