How will you bring in cleared cars from Cotonou to Nigeria without "smuggling" to Nigeria,especially cars older than 8 years.
Most people are deter from Cars importation because of this 8 years rule.If more light is shed it will encourage people to begin the trade again without fears of custom wahala.
