Some parents dont bring out money to give thier wards in higher institution. Do you think its right for parents to hold back funds?

Depends. I think if you work then the allowance that should be given to you, should be put away and given to you when it matures. If you don't work, then yeah.
Am not a student, but my youngest bro is still one. He gets an allowance.
