I'm just using it for practice and it's not a web template per se, I just started familiarizing myself with the bootstrap framework and I might have over used it for the overall layout but everything you see there, I hand - coded from scratch using notepad++. I used filler text generated from lipsum.com for the content and the icons were gotten from flaticons.

Since you are so sure that it is an edited web template then I think I must really be improving.

The header#top is too big and really unnecessary

You are cluttering two div.panel-heading & div.panel-body into one div.panel
