After deliberations for four months, barring any last minute extension, the National Conference may round off its assignment next week. Weekly Trust takes stock of how the geopolitical zones have accomplished their respective agenda.

From its composition, the North seemed to have gone to the National Conference as a minority though it is the most populous region in the country.But after months of deliberations, horse-trading, lobbying, the North’s numerical disadvantage has really come to the limelight having failed to accomplish any of its several agenda.
Northern delegates went to the conference with the following major agenda in their kitty: 13 percent derivation should be calculated from onshore alone; the onshore/offshore oil dichotomy abolished by the National Assembly be returned; Federal Ministry of Niger Delta, Niger Delta Development Commission (NNDC) and the Presidential Amnesty Programme for Niger Delta ex-militants be scrapped; local governments should remain as the third tier of government; there should be no state police; a special fund for North-east zone; among others.

On the other hand, the major South-south zone’s agenda included the following: total ownership and control of minerals, oil and gas resources by oil-producing states; 50 percent derivation formula; onshore/offshore oil dichotomy should not be reintroduced; local governments should be scrapped; the Federal Ministry of Niger Delta, NNDC, and Amnesty Programme for Niger Delta ex-militants should remain; there should be state police.

The South-west’s agenda included: states should be replaced by six or more geo-political zones as federating units; parliamentary system should replace the presidential system; onshore/offshore oil dichotomy abolished by the National Assembly be returned; 13 percent derivation should be calculated from onshore oil alone; state police force; geo-political zones as federating units should create states and local governments as they deem fit; states should have their constitutions.

The South-east’s interests included: an additional state be created for the zone; presidential system should remain with modifications; states should be allowed to create their police force; local governments should be removed as a tier of government; the presidency should be rotated between the six-geopolitical zones; geo-political zones should not be used as federating units, among others.

But four months after the conference started, the North seemed the worst hit as it barely achieved one or two of its agenda, but other zones have accomplished more than 70 percent of their interests so far, leaving the North as a laughing stock.

To begin with, before the eyes of Northern delegates, the 774 local government areas, majority of which are in the North, were scrapped. While considering the report of the politics and governance committee co-chaired by Prof. Jerry Gana and Chief Olu Falae, the conference adopted what it said was “a true federal structure with the states operating as federating units.”

It also resolved that “creation of local government councils should be done by the states as they deem necessary.”The delegates also agreed that “the states by law provide for the structure, composition, finance and functions of the local government councils.” [size=17pt]By this, the conference delisted local governments from the constitution, which is a source of revenue for the northern states, therefore would henceforth, receive no allocation from the Federation Account if this becomes law.[/size]

On state police, the North lost out again. The conference adopted the report of the National Security committee headed by retired Inspector General of Police Muhammadu Gambo Jimeta and Chief Albert Horsfall, which says that henceforth, any state desirous of having its police force could establish, fund and control it.

It said the areas of jurisdiction of the federal police would cover the entire country and on clearly spelt out matters and offences while the jurisdiction of the state police would cover the state and operate within the laws enacted by the state assembly.The state police when established, the conference added, are to compliment the efforts of the Nigeria Police Force.
On the other hand, South-south delegates had their way as the confab scrapped local governments, endorsed state police, left Niger Delta ministry, NNDC and amnesty programme intact, but endorsed the abrogation of onshore/offshore dichotomy, and above all, got derivation formula reviewed from 13 to 18 percent.

Meanwhile, the five percent fund to be established for stabilisation, rehabilitation and reconstruction of the North-east in particular and North-west and North-central is still being rejected by the southern delegates. Just like the South-south, the South-east zone got four of the 18 states recommend by the conference and state police, and are happy that local governments are scrapped.

Though the South-west demand for parliamentary system and geo-political zones as federating units didn’t sail through, they have the last laugh as they got state police, state constitution, additional states, and ensured that local governments are scrapped.

Several factors were at play at the conference which led to the ultimate defeat of the North. Its lack of unity was one as the Middle Belt Forum aligned with the southern delegates to ensure matters that are detrimental to its corporate interests such local government scrapping are actualised.

Not only that, ethnicity and religion were key in enabling the onslaught on the North. Most northern delegates who are from minority ethnic nationalities, abandoned the North (they consider as Hausa- Fulani affair) to align with the South in dealing a heavy blow to the North. Religion also played a part as most delegates in religious solidarity, formed an alliance with South-south delegates in taking major decisions.
Party affiliations to a lesser extent played out while the conference was taking decisions. Dozens of delegates, who are prominent party chieftains, and were nominated on the platforms of either the federal or state government decided to remain aloof so as not to attract the wrath of their benefactors.

As it is now, all hope is not lost. The conference’s recommendations, though mostly impracticable, most be accepted by the president and endorsed by the National Assembly.
They are mostly impracticable because many wonder why the president should accept the removal of immunity clause, or allow for the creation of state police or even state constitution and 18 additional states.

U know how this country operates, the presidency will liase with some top members of the parliament and push through those resolutions that favour their interest and abandon the others. All they wanted was a platform to push for some of these reforms, they couldn't do it from the national assembly, they set up a side assembly to push those resolutions from there.

Most importantly, the presidency was becoming increasingly unpopular among the populace, what he did was to use this CONFAB forum to bring in more people into their payroll and it gradually paid off. A lot of cry cry babies were shot up.

In all, the CONFAB will end up producing another report for another committee to be set up to review and come up with a white paper for another committee to review and the cycle continues

Why is the north opposed to state police and new states? The answers are more sinister than you'd think. New states is 50% about getting less allocation and 50% about freeing northern minorities. Most northern states are mixed, and the new states will give the oppressed minorities in the north, not just the middle belt, total independence from Fulani overlords that send their mercenaries to kill them at will. They use these minorities to inflate the population of the hausa fulani knowing very well that those people have completely different ethnic identities languages and culture and many aren't even muslim.

The North can do all they want to keep Nigeria down with this old system of parasitic existence while pretending to be a major stakeholder in the Nigerian polity ,but the truth is that they are loosing it with each generation that comes because they've forgotten that a system that worked 70yrs ago wouldn't hold water in 2014 yet they prefer to relish in their old political conquest even as a large pool of uneducated and religiously bamboozled people are crawling everywhere in their society ,no thanks to their feudal system that the Northern Islamaofascist oligarchy retained jealously to enable them lord over their own people without any challenge.

They have no choice than to accept what they are being offered now ,before it would be forced down into their throat like a stubborn toddler that has refused to be fed through the normal way.

Yes you do have an unparalleled urge for terror. Show me any region in Africa that terrorizes their fellow country-men like the core north. Is there any week that passes by without someone or some ethnic group getting the machete or AK47 treatment? The problem is that Nigerians have amnesia so you can go on and pretend like Boko Haram is the only terror group in the north. Before boko haram, haven't we been perennially subjected to avoidable bloodletting?

Why not let Nigerians tell you if they think core north is a terror hotbed. You said you want war? well, war you shall get. And when its all over we shall make sure you're confined to Arewa. Better, we might return all non-Nigerians of Futa Djalon ancestry to Senegal. You want war because we refused to let you get extra. I don't know if Nigerians realized the 5% the Junaids and Bugajes of the north want will be coming from our total revenue. That is - if Nigeria takes in $1bn from crude oil, cocoa, palm oil, Telecom, manufacturing, import duties, banking, taxes, etc, we automatically remit $50,000,000 to the core north and their terror foot-soldiers. And if our revenue is in the order of high double digits then we would effectively be slaves in our own country for people who migrated from Senegambia. What are we? It seems we're about to become a state sponsor of terror. I guess their foresight of keeping Almajiris close and handy is about to pay off.

The only reason the north gained power in Nigeria is because of the Baifran war. The war knocked the Igbos out of the political equation and left only the yoruba to represent the south which they had essentially conquered and ruled with proxies and allies that were more loyal to them than the yoruba people like Obasanjo. They then broke the east into East and South South while the north essentially remained the north and middle belt a region only in name. It was only because of circumstance that they were able to do this. Nigeria is the only place other than South Africa were the most literate poor and least industrial group ruled over the opposite. The truth is such a structure, especially when it's not supported with population like South Africa.


Now that the circumstance is different and all tribes are back on their feet from the south south south east and southwest, they're going to find it hard to compete with a group that's more ambitious, more educated, more populated (if they want to not believe it good for them), more industrialized and and wealthier than them.

Instead of creating a competitive north, they use retrogression, tribalism, violence, and feudalism to maintain the power they once had. Today the north is simply not competitive. Igbos and Yorubas can insult each other all the want but the truth is they insult each other cause both regions are competitive and they want to use achievements to outshine the other. The north just wants to hold on to structures they don't have the capacity to maintain due to how primitive it's society and organizational structure has become.

The more Nigerian progresses the angrier they get. While states in the south are competing to ween themselves of oil and bragging against each other about Internally Generated Revenue, the north is wrestling with the distance south south and south east about oil allocation. While states like Lagos are trying to figure out how many people they actually have so that they can plan accordingly, the north is inflating it's population of oil revenue.





My advise is the north enter the competition and abandon the dead politics or 'dominance'. Igbos and Yorubas will talk about who's dominating who, but what they define as dominance (achievement, wealth creation, city building, organization, government programs, education, industry) is far more encouraging than what the north defines are dominance (spreading islam, wiping out and repopulating villages, armed thugs, winning federal political office)

It is most interesting that many posters on this thread who are primarily, out-of-the closet biafrans and closet seccessionists, still do not understand that in a democracy, interest groups fight for just that, their own interests.

Why are you people taking panadol for other people's headaches? Let the North fight for their interests within the confab setting and NASS, you people should do the same.

the north thought this was some type of game and came in thinking that people will listen to them for no reason after what they've done to destroy this country. Keep the word succession out of your mouth. Through the entire conference it was only the EMIR in adamawa that announced he's ready to join Cameroon. And why? because he won't be enjoying a poor man's oil.

I've already given him a tip on what could be their fate should they lose. Let them go back and review the war they claim they won and see how they won it before instigating another one. Indiscriminate killing of both the learned and Almajiris is not war. Perhaps their endless slaughter of each other has erroneously over inflated their war-chest and/or strength.

Before the conference took off they pulled off all stops to kill it. They told us how they owned the oil with their landmass. Its funny how they include the middle belt in their landmass but will never hesitate to slaughter them from southern kaduna to upper Berom. Makes you wonder what kind of brotherhood exists up there.

I guess its becoming clear who now owns the oil. Isn't funny that of all the ethnic groups in Nigeria that do not have oil within their enclaves its only the Fulanis that are vociferous on this "we own oil" nonsense? I'm waiting for this war declaration if and when this lopsided structure is thrown out.

Keep the word succession out of your mouth. Through the entire conference it was only the EMIR in adamawa that announced he's ready to join Cameroon. And why? because he won't be enjoying a poor man's oil.
The absolute display of ignorance by the North is the adoption of being an opposition against every other region.

Even children in kindergarteen knows that to survive in the midst of other children, they'll need to have their own friends, but I bet the Northern oil leeches aren't that smart and won't see the bigger picture because of greed and too much ,free oil money grin

By the time this great country industrializes and takes her rightful place, they'll find themselves at the bottom of the totem pole .Then we'll see who exactly has what and who runs the country.

Countries are no longer being ran by how many cows and goats you count as people during census but by technology,educated manpower et al which other regions are doing right now to achieve and maintain while the North is here fighting over oil reserves in far away Niger Delta...... I laff in Swahili grin

Before the conference took off they pulled off all stops to kill it. They told us how they owned the oil with their landmass. Its funny how they include the middle belt in their landmass but will never hesitate to slaughter them from southern kaduna to upper Berom. Makes you wonder what kind of brotherhood exists up there.

I guess its becoming clear who now owns the oil. Isn't funny that of all the ethnic groups in Nigeria that do not have oil within their enclaves its only the Fulanis that are vociferous on this "we own oil" nonsense? I'm waiting for this war declaration if and when this lopsided structure is thrown out.
Funny enough they forgotten that they have new players in the game like the Niger Delta region that has been on the back bench of the Nigerian polity and policies even as their resources has been the backbone of the Nigerian economy. And also with the South East not able to control the Niger Delta which would have contributed to their political dominance,the North should also bear it in mind that all the minority regions in the North won't be standing with them for too long. after all if the Niger Delta people can bargain something for themselves it then means every other region can actually seek for some level of autonomy and not to be lumped alongside with one toothless dagger clutching superficial North.

Why did you completely ignore my post and refused to address the points I made? I'm sure its not due to lack of English comprehension but your refusal to come out of the bush and learn how to practice democracy. Focus on protecting your own political interests and let others do the same. Some interests will be common while others will not be so, but bigotry will not be tolerated and will eventually ruin its practitioners.

It is a general say that Northerners are dumb which I have refused to accept because to me it is just another generalization, but your reply speaks volume in this particular context ,and talking about democracy with each region championing their interests ,then I ask you what's the North's interest so far?....Maybe the North's sole interest is to shoot down the interests of others no matter how genuine it is .

Well ,the truth is you can't shoot it down ,it will only delay but for a time and then you and your folks will have no choice than to eat the humble pie or bite the dust....your choice, Sir.
