You can use this Python wrapper to their API I wrote. If you have any questions or issues about integrating it into your webapp don't hesitate to send me a PM.

Don't use third party API directly in your app. Create a page on your site so that you will be send the send through it. This way, you will not have to rely on the third party site

Very reliable mate and it delivers all messages to active numbers and gives delivery report, sms sent to inactive numbers are not deducted. The API is standard and easy to use, like http, php, jason, etc

Check their price list to get the info you require as regards charges.

Well it depends on how you want to approach it, if you want to hand code or just use a ready-made wordpress,forum or drupal themes. Check online there thousands out there
