I'll like to take this time to discourage the attitude of most Nigerians who believe solely on retribution...Human nature is designed to encounter challenges at/of one stage/form or another be it; financial, health related, spiritual etc This challenges abound irrespective of action/reaction...
In the grand scheme of things, the law decides rather than waiting for punishment (retribution) from "God"
In Nigeria, the political class have tapped into the perceived ignorance of the masses who rather than act as it is in the law, prefer to wait upon "God" to fight her battle... It's no wonder you see people celebrating each time a politician goes down with one form of ailment or another, name tagging it as punishment for some imaginary crime/injustice whilst ignoring the fact that nobody is shielded from the claws of death...
In saner climes people visit the law to address perceived cases of corruption or injustice, a practice which must be encouraged in Nigeria and Africa at large if we must take the next step in our development...

I quite agree with the legal solution you proffer for combating corruption. I also see religion as a big problem: it gives people false hope and make them rely on 'God' to do for them what they actually have the power to do themselves.
