The evil spirit was “from” the Lord in that it was allowed by God to harass Saul. Ultimately, all created things are under God’s control. It is likely that this evil spirit was part of God’s judgment upon Saul for his disobedience. Saul had directly disobeyed God on two occasions (1 Samuel 13:1–14; 15:1–35). Therefore, God removed His Spirit from Saul and allowed an evil spirit to torment him. Likely, Satan and the demons had always wanted to attack Saul; God was now simply giving them permission to do so.

but you could pause to think again

Do you realise the old testament hardly mentions a satan
In fact, in the old testament apart from the snake, the only time a being that might have been satan is explicitly mentioned is in the story of Job.

In other word, the person that wrote the scripture that you are referring to was not thinking of a distinction called "allowed"

Satan is Lucifer/the devil/the serpent. The Bible talks about this fallen angel in a number of instances in the old testament:

1. Isaiah 14:12-19
12 How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!
13 For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north:
14 I will ascend above the heights of the clouds; I will be like the most High.
15 Yet thou shalt be brought down to hell, to the sides of the pit.
16 They that see thee shall narrowly look upon thee, and consider thee, saying, Is this the man that made the earth to tremble, that did shake kingdoms;
17 That made the world as a wilderness, and destroyed the cities thereof; that opened not the house of his prisoners?
18 All the kings of the nations, even all of them, lie in glory, every one in his own house.

2. Ezekiel 28:13-19
13 Thou hast been in Eden the garden of God; every precious stone was thy covering, the sardius, topaz, and the diamond, the beryl, the onyx, and the jasper, the sapphire, the emerald, and the carbuncle, and gold: the workmanship of thy tabrets and of thy pipes was prepared in thee in the day that thou wast created.

3. Zechariah 3:1-2
1 And he showed me Joshua the high priest standing before the angel of the LORD, and Satan standing at his right hand to resist him.
2 And the LORD said unto Satan, The LORD rebuke thee, O Satan; even the LORD that hath chosen Jerusalem rebuke thee: is not this a brand plucked out of the fire?

4. 1 Chronicles 21:1
1 And Satan stood up against Israel, and provoked David to number Israel.

5. Psalm 109:6
6 Set thou a wicked man over him: and let Satan stand at his right hand.

in addition to all the contributions above, in john 1:5 the bible say light shines in darkeness and darkness could not comprehend it.
this shows where there is NO light, you dont need any other special invitation for darkeness to come take its place. its allowed to rule while light is absence.
The spirit of God left saul, then next spirit meant to take over, is the spirit of Satan.
The bible said evil spirit from God because its only through his permission that such spirit can now rule a man he himself (God) has been ruling. it shows his spirit was done with Saul and the next available spirit is the evil spirit.
