Insufficient Permissions reply on Create New Topic at the Entertainment Section


I don't really get what's happening here.
First time i thought
it was a network problem.
Second time i thought
the system was "overwhelmed."

But this time around
i know its a delibrate system setting by Nairaland.

I got the response "Insufficient Permissions" twice or thrice when i tried "Creating a new topic" at the Entertainment Section.

Is this a system malfunction or a delibrate coding?
If the latter, i demand to know why i'm being restricted to post at any Section of Nairaland or are some areas exclusively for certain members? If yes then i advised that those exclusive sections should not be made visible to those that don't have the "sufficient permission"
but
if NO, then Great Seun owes me or us an explanation. Thanks and Happy sunday.
