There are many primitive tribal enclaves or communities all over the World, in the east, there're communities that are 99% Igbos, same in the west where you have communities where everyone is Yoruba, and in the north I have seen many of them too. But for a community to shade that garb, it has to have residents of all tribes, religions, and classes living and working together in peace.
Think about New York, London, etc. Leadership of these cities are not based solely on ethnic or tribal sentiments, and Lagos is getting there.

He was into cattle and transport and at times he would use his buses would carry people free of charge. Hence it was easy for him to win the election. So, the British did not select him. In fact, by 1956 the British had stopped selecting people for positions in Southern Nigeria.
