Reciever. But caller can do so too if he makes it clear that the conversation is over. He can then cut the call.
When caller says thank you bye..... the reciever should say bye and end the call. But at that moment, the caller can end it too.
But if you call a wrong number,and the peraon picks, when you appologise and say sorry, you dont cut off just like that. You allow the reciever cut first.

To me o, all that na formalty, as soon as one person says Byeeee. Anybody can cut.

Before they end the call, a meeting should be done between the caller,the network provider and the receiver before any action is taken by the airtime
