A 2001 RAV4 battery want dead, so we had to change it, but after swapping the battery the engine refused to start and the starter motor cranks very well, so I am VERY SURE it is not the starter, and before then the car would start normally ( before the battery died on the road) and now the security LED light on the left of the Steering blinks repeatedly, so we did everything like wait for how many minutes and disconnected the ECU but to no avail, the somebody called another person (Not a technician, just a spare parts dealer) and he came and removed I think EFI fuse, and took a piece of wire and only he and God knows exactly what he did on the fuse compartment under the steering and turned the keys and the engine started like before.
So please can you guys explain however detailed or not what exactly he did? Pleas guys that, cost me some thick CASH.

What? all the fuses are okay. I made a research, it was the anti theft immobilizer that stopped the car hence the blinking security light.
I tested all the Fuses with both a test light and a DMM. on removing that fuse he deactivated something, that thing is what I am looking for.

That fuse, if you're sure is the fuse, is actually a Fuel Injection Circuit Fuse. Omo he wan do you... Gobe! Now let's get practical here. Open your the fuse compartment, take clear pictures of the whole fuse box which the Mecho tampered with.

As for the places he tampered with under the steering, I know the fuses and terminals. Its a secret tho... But he took the Immobilizer fuse, and/or security fuse. If I lie, stay inside your car, close your doors and boot, use the remote keyfob to lock the doors, wait 30 seconds to allow the system arm, if its light (the security light) isn't blinking then I'm right, if not, try opening the door using the door unlock button, it should sound an Alarm if not, my theory is confirmed. As for the immobilizer, while your car is locked for above 30 seconds, try starting the car, if it starts, then I'm right, if not, then your mecho did way more than what is the norm. So be prepared for GOBE!

Take a clear picture of the fuse/fusible box. From there we'll clearly understand better.

its hard sometimes to pin point problems, especially in case may be in swapping the battery one fuse was blown, you mentioned checking the fuses but you didnt say it clearly that was it after it failed to start or when the technician was checking to find the faulty from the way you discribe it it seems like the technician bridged the blown out fuse with wire and it started (my own conclusion)

like i always say find time to find your car's manual and read it to get the basic information you need to know as the driver to the car, if you have basic knowledge of your fuses am sure you would have asked him which fuse did s/he bridge or whatever he did

always ask what the mechanic is doing to your car it always helps you if the problem happens again
