I had a chat with a friend of mine who told me that one can only vote where he/she registered, even with this Permanent Voters Card (pvc). I argued with him, saying that the pvc is electronic and can be used anywhere in Nigeria, but he strongly disagreed.

How true is this please?

I need someone to confirm this because many people travelled (massively, especially from north to south east) and might not be in the ward(state/zone) he/registered.

Everyone should be able to vote anywhere since INEC has used 2011 TVC to make the PVC.

So many people must have relocated and the curfew that will be placed before 14th will prevent people from going to where they registered.

There won't be movement until after election. So, will I book an accommodation because I have to vote where I registered? undecided

Your friend is absolutely correct.
Where you registered to be on the electoral roll is PRESENTLY the only place you can go and cast your vote, the super electronic card reader notwithstanding.

The electronic pvc-reader made available to each polling unit is locked to its designated location, and will confirm your details with an affirmative sound, then seeks your matching finger-print, before you will be given a ballot paper. CASE CLOSED.

The poster above me just clarified everything, and secondary PVC is Permanent Voters Card not "plastic".....so guard it jealousy cos you won't need to get another one when another election comes

So what are you actually stating here:
1. Vote anywhere in Nigeria.
2. Vote only at the ward i registered

you can only use it to vote at the place where you registered cos that's where your data was captured, to avoid multiple voting that's why INEC introduced it, so for example if you take it to another polling unit to vote they won't find your name on their system so you can't vote there

well last i heard,u have 2 go 2 ur original reg point 2 make d switch bt i advice u go 2 a nearest pvc centre 4 advice
