3G drains battery no doubt, but some background apps drain battery too, especially those your battery savers


the best way to save battery on Android is, unstall apps you don't use that run in background, don't use 3G when its not necessary(that's if 2g/edge can serve the purpose, leave it at edge ), if your screen is tpp bright adjust the brightness to be moderate n it'll consume less battery,
root your phone and install apps like droidwall to give access To data usage to few apps and as a result refusing some apps from browsing n running and automatically draining battery.

The amount of battery drain associated with 3g, 2g depends largely on the reception in your area. Where there is poor reception, the phone is always straining for better signals.

With regard to dual sims, I've never used such a phone, but I wonder why one would get a dual sim phone and then disable one sim slot.
