It will be sufficient to quote what the standard commentary of Baidhawi says on the first passage: "Whosoever turns back from his belief (irtada), openly or secretly, take him and kill him wheresoever ye find him, like any other infidel.

1. The picture attached is from a fire incident that happened at a Disco Club in Philippines, I think around 1996.
2. It's unlikely that an incident of such nature would not grab headlines at a time when the world was expecting post election violence from Nigeria.
