The Nigerian politics is one of the most dangerous and rigged on earth. Why? Because there are so much loot to gain. In every election season we witness barbarism and brutality, including murdering of opposition supporters, sometime with the help of the police and military. I once asked my elder brother why he detests joining politics to contest for, at least, governorship, and he replied, "I'm not ready to kill anyone or be killed".

The amount of money to steal if you win, is massive. That's why politicians are ever ready to kill. For example, if someone spends One Billion Naira to contest in a Governorship election and wins, he will loot more than Tem billion before even doing anything at all for the people. Politics in Nigeria is a serious business investment, where thieves fight and kill each other to get their filthy hands in the "profit pot" (treasury).

The only way to stop this shameful and disastrous culture of endemic corruption will be to remove huge money from politics and make it unprofitable for political jobbers and thieves. So that anyone who goes into politics is only doing so to actually serve the people.

These are few of the ways to do it;

1. Allow only three party system. This will encourage a simple and manageable political system. APC, PDP and one other party. Right now, there are 28 registered parties of which most are moribund. Too much crowd.

2. Limit the amount of money political party nominees can spend in election. Example: The Federal government will give the three parties 100 Million Naira each for presidential election and their spending monitored. It is very important to give each party a fair opportunity to showcase their candidates, and will end massive money influence in politics.

3. Every candidate must undergo extreme scrutiny. Nobody with criminal or questionable record or history is eligible.

4. Any Party that causes any chaos or disruption before or during election will be disqualified. This will help curb disturbances during election season.

5. Create E-voting. Anyone who fears to vote at the voting booth can vote online with their INEC issued e-card. The E-card must be verified in person within two months before the Presidential election, to stop criminals using dead people's cards to vote. Once verified, you don't need to undergo another verification for other elections (governorship, Reps and Senate elections) in the same election year. In this system, cheating would be reduced to the barest minimum or totally eliminated.

6. Presidential candidate age limitation. Eligible candidates must be between 30-50 yrs old, except those running for a second term. This rule will give young generations opportunity to serve and lead Nigeria. It will ultimately eliminate recycling of old politicians.

7. Corruption and removal from office. If you're investigated and found guilty of ANY type of corruption by an independent agency, you will be removed from office and prosecuted in a special court for politicians, created by the Nigerian Lawyers Association (NLA) and Nigerian Bar Association (NBA). No endless appeals allowed.

@ OP: You raised some interesting points, but I disagree on some of them.

On your 1st point: I don't believe a 3-party system would come to fruition. I think between 6-8 parties would be the more realistic goal. For instance, SE politicians who have lost out in PDP, would want to migrate to APGA or Labour party to realise their political ambitions with regard to National Assembly, Governorship, and House of Assembly positions. Ditto for SW politicians who would defect to the SDP, Accord, or NCP, if they lose out in either the APC or PDP.
The 6 parties that would emerge after several mergers could be APC, PDP, APGA, SDP, Labour Party and a mega party (comprising the other 'obscure' parties)

On point 5: The E-voting would be more effective if no e-cards are produced. The voting machines would be deployed at the PUs. It could be too tasking to create a fool-proof system for people to vote on their computers or smart phones. The Indian voting machines, which have the capacity to process 8,000 voters and conclude counting of votes within 2 hours, seems more plausible.
Then, each Electoral officer of a PU could electronically transmit the results to an INEC "situation room" to be displayed on a giant screen. Accredited journalists should have access to the screen, and report the election results as they trickle in. For this to be accomplished, an amendment to the constitution and the Electoral Act would be necessary.

On point 6: I would say the age range should be between 40-55, with exception to an incumbent running for a 2nd term.
For governors, the age range could be between 35-55.
