Carbohydrates are one of the three macronutrients that provide
energy to an animal’s diet. It is the most important for providing a
readily available energy source. A carbohydrate is a molecule
consisting of carbon, oxygen and hydrogen (CHO). In nutrition,
carbohydrates can be divided into three categories: sugar, starch,
and fibre.

When people talk about “carbs”, they are typically talking about
sugars (like glucose or fructose) and starches (like flour). Fibre is
not digestible by dogs, cats, people, and other monogastric species
(one stomach). For the purposes of this discussion we will consider
only those carbohydrates that are digestible (sugars and starches).
Carbohydrates are digested by the enzyme amylase, which breaks
the molecule into smaller pieces that can be absorbed and used by
the body. Amylase is produced by the pancreas of all mammals and
released into the small intestine where digestion occurs. Humans
also produce salivary amylase, so carbohydrate digestion can start
in the mouth if a person chews their food for long enough. Even
without salivary amylase, these carbohydrates are extremely well
digested by cats and dogs.

Because they do not supply building blocks for the formation of
tissues in the body, carbohydrates are not considered essential
nutrients. However, carbohydrates in dog food and cat food serve
many important purposes in the body

This is to say dogs feeding meat/protein only get their energy from "gluconeogenesis " ( A metabolic pathway which involves production of glucose from non carbohydrates source). This process occur rarely in human cos we take much carbohydrates. it occurs during starvation and depletion of glucose in the body. So feeding my dog indomie and protein is not a bad idea. All mammals require carbohydrates if taking direct or indirectly.

I've spoken about this to a couple of people, carbohydrates is good but dyu know excess of carbs become body fat? 

Recently someone introduced me to brown rice for feeding dogs and we argued about the excess carbs dogs would feed on.

These dry foods already have a measured percentage of carbs, but how do you measure the percentage of carbs when feeding rice? 

And most of all, in cold weather energy is needed more, but down here, most dogs don't even exercise not to talk of needing excess energy.

Dry food is good. Do you know Arion contain just 30% protein and also contain fibres which are not digestible by dogs. why is it added?.

Rice naturally contain 90% carbohydrates, 8% protein and 2% fat on analysis.

200g of rice contain 258 calories.
