Further clarification concerning the distribution from the Excess Crude Account (ECA) has been made to the effect that the Federal, State and Local Government councils shared a total of $42.02 billion between 2011 and 2015.
A breakdown of the account shows that total inflows to the ECA from 2011 to 2015 was $44.09 billion, while total outflows amounted to $42.02 billion, leaving a balance of $2.07 billion as at May 2015.
Further breakdown of the ECA distribution, according to a document obtained from Budget IT, a Non-Gvernmental Organisation that educates citizens on how the national budget allocates resources to stakeholders, showed that $18.14 billion including opening balance of $1.95 billion accrued to the account in 2011. Other inflows are: $13.59 billion in 2012, $6.54 billion in 2013,$5.72 billion in 2014 and $107 million in 2015. It also showed that outflows (distributions) in the account was as follows: 2011-$13.57 billion, 2012-$9.5 billion, 2013-$12.9 billion, 2014-$5.4 billion and 2015-$93 million.
In its analysis of distribution according to states, the document further showed that Akwa Ibom State with its 31 Local Goernment Areas (LGAs) got the highest allocation of N265.1 billion, followed by Rivers State with its 23 LGAs taking home a total of N230.4 billion. Edo State appeared in the 15 position with total allocation of N67.6 billion for its 18 LGAs.
Similarly, Ebonyi State with 13 LGAs got N44.3 billion, making it the lowest beneficiary, followed by Ekiti State which got N46.8 billion with its 16 LGAs.
While the Budget IT, which relies on information from the federal Ministry of Finance, wants the public to know that it is the right of every citizen to access the budget, it observed that most State Governors were hiding information concerning their allocations.
“Raise your voices. We believe that in a democracy, every citizen has the right to know how his/her taxes are expended in the delivery of public infrastructure and services.
“Equality and open access to governance is entrenched in democracy and its institutions and as such, budgetary information as a vital asset needs to be understandable and accessible to all Nigerians,” the NGO stated in its website.
Meanwhile, the verbal clash between the immediate past Minister of Finance, Ngozi Okonjo-Iweala and the Edo State Governor, Adams Oshiomhole, over the management of Nigeria’s finances, may not end any time soon, as the exchanges between the duo continued Wednesday.
On Monday, after the National Economic Council (NEC) meeting in Abuja, Mr Oshiomhole and his Kaduna State counterpart, Nasir El Rufai, had said about $2.1 billion had been withdrawn from the $4.1 billion left in the Excess Crude Account (ECA) last November “without authorisation.”

there is a stage that this unnecessary and unfruitful attempt of trying to tarnish the image of NOI will get to,PMB will use his executive authority and arrest all 36 governors who shared this ECA account through their state commissioners of finance using the FOI act.

I suggest she remain mute and await the report of the panel investigating her tenure. She should study Soludo's report and others and get an excellent lawyer(s) in order to clean herself. Her explanations here may work against her later.

It's called willful ignorance and adaptable stupidity, most of them believe every mud they throw must stick. They approach every issue with emotion rather than logic and most often facts and logic are lost on them. People that believe there is nothing like fuel subsidy even when IMF, world bank and every successive govt have clamoured for the removal are beyond intellectual redemption

At least from the op's analysis, 2 billion dollars is not accounted for. This is 400 billion Nigerian naira. Is any bastard here saying the money is too small to be probed or jail people for? Must it be 20 billion dollars before we shout? Look, I will injure somebody o!
