Does the Lord change or not?

Malachi 3:6; and Genesis 6:6, 7; Exodus 32:14; Jonah 3:10

God does not change:

"For I am the LORD, I change not; therefore you sons of Jacob, are not consumed" (Malachi 3:6).

God does change:

"And it repented the LORD that He had made man on the earth, and it grieved Him in His heart. And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air; for it repents me that I have made them" (Genesis 6:6,7).

"And the LORD repented of the evil which He thought to do to His people" (Exodus 32:14).

"When God saw their deeds, that they turned from their wicked way, then God relented concerning the calamity which He had declared He would bring upon them. And He did not do it" (Jonah 3:10).

YHWH has both characteristics of change and "unchangeability", so the answer is yes for both.
Its just like the story of how definitions depends on what part of the elephant a man who happens to be blind touches.

Consider this
A mans wife screams at him for always peeing on the toilet seat and she says he needs to change
he grunts back and says to her "I am a man with a dangling hose which sometimes misfires... . abeg.. You wan make I turn to woman? I can never change"

Again, this same man some 5 yrs back had sworn that he will not marry until he clocks 40. He suddenly met a damsel who is not willing to wait for him. He repents of his oath and quickly marries her so that she doesn't run off with another fella.

We can see that the man 'can change', and yet 'can not change'
A question that can follow from such analysis is how can we be sure which part of God we are exposed to, and in what circumstance? Can we trust that he will not change when we need him to be the unchangeable one?

This is clearly a misunderstanding of context. Since when did change of intent mean change of character?
God doesn't change: Character consistency.
God changes his mind: Yes, in line with character consistency.

English Example:
Character like I am tall. (this cannot change)
Mind change: I wanted to go to Jos, but I changed my mind and went to Kano.
Have I changed: NO. Why? cos I am still tall. Same tall guy in Kano or Jos either way.

To the Bible
Genesis 6:6-7 is NOT a change but a character consistency that God hates sin.
If God changes, then he may begin to like sin. Then the passage may read:
"And God liked the sins that man committed and it made Him glad"

If you read the previous verse 13 of Exodus 32:14 where you quoted, you will see why God changed his mind.
Moses reminded God of his promises. He keeps his promises so He changed his mind.
"God would have said, I have to dissapoint Abraham, Isaac and Jacob on this one, these people have to die"

Same with Jonah story. God remains forgiving when the people repented.

Suggested answer:

When God says that He does not change, He is speaking about His nature and character. But this does not mean that He cannot change how He works with people throughout history.

When we see God changing His mind, we are seeing it from a human perspective. Since God knows all things from all eternity, He has always known the ultimate plan that He would carry out--even the plan to "change His mind." As we have seen in Jonah's account of Nineveh, they repented; and God relented from the destruction that was to come upon the inhabitants. Of course, God knew this would happen and instituted the warning to them in order to bring about their repentance. There is no mystery here.
