Let sleeping dogs lie. So long as they do not endanger your kids. If you feel uncomfortable move away from the house. If you tell, think of the weight of the accusation and the shame it might bring to that household which will force them to become defensive and label you liars.

Trust me, you do not want to be accused of lying against "little" children. It is painful but I am just being realistic. My opinion though.

Similar thing happened in my compound recently..I came back from work one quiet hot afternoon to install something.....from my flat I looked down and saw two kids having sexx...same age you described. I wanted to shout and beat them but decided to record them for 10secs incase they denied. I did exactly that but the kids saw me and started running before I could descend downstairs.
