The Federal Government is currently working on the 2016 budget that will be between N7tn and N8tn. The figures are higher than the 2015 budget of N4.4tn.

Vice President Yemi Osinbajo disclosed this in a paper entitled: ‘The economy – Where we are today’, which he delivered at a presidential retreat organised by the Office of the Secretary to the Government of the Federation for ministers-designate on Thursday.



The retreat, which ends today (Friday), is holding behind closed-doors inside the old Banquet Hall of the Presidential Villa, Abuja, and has ‘Delivering change: From precepts to practice’ as its theme.

According to a copy of the paper obtained by our correspondent, Osinbajo told his audience that the government was working towards pegging capital expenditure in the 2016 budget at N2tn.

This, he said, was against the N1.31tn allocated to capital expenditure in this year’s budget.

He further said that while the percentage of capital expenditure to recurrent expenditure in the 2015 budget was 19.4, the government would propose 40 per cent for next year’s budget.

Osinbajo said, “The budget process will be zero based, a method of budgeting by which all expenses must be justified for each new budget year.

“For the Medium Term Expenditure Framework, the actual 2015 budget is N4.4tn, while the proposed 2016 budget will be N7tn to N8tn.

“Capital expenditure for the 2015 budget is N1.31tn, while the proposed capital expenditure for 2016 is N2tn.”

The vice president also disclosed that 655 Ministries, Departments and Agencies of the Federal Government had so far registered for the Treasury Single Account domiciled with the Central Bank of Nigeria.

He put the number of TSA sub-accounts so far created by the CBN at 755.

Osinbajo further said that 518 MDAs had been verified and now had access to the central bank’s accounts.

Despite the September 15 deadline given to all the MDAs to key into the TSA system, the vice president said 137 MDAs had yet to comply with the directive.

He added that a total of N1.4tn had so far been paid into the TSA to date.

A TSA is a unified structure of government bank accounts enabling consolidation and optimal utilisation of cash resources.

It is a bank account or a set of linked bank accounts through which the government transacts all its receipts and payments, and gets a consolidated view of its cash position at any given time.

While giving an overview of the current state of the nation’s economy, Osinbajo noted that Nigeria experienced its worst economic decline in decades in May 2015.

“In May 2015, Nigeria experienced its worst economic decline in decades with sharp decline in oil prices from an average of $105 between 2011 and 2014, to $45 in 2015; foreign reserves at 10-year low of $29.595bn; oil production has declined to 2.05 million barrels per day; and power supply down to less than 3,000MW,” he said.

The vice president noted that the insurgency being witnessed in the North-East also led to a decline in agriculture production and an extensive damage to infrastructure.

He also noted that extensive corruption and mismanagement of resources were noticed in the Nigerian National Petroleum Corporation’s parallel budgets and what he called the legacy defence expenditure in the North-East.

Osinbajo put the budget deficit in 2015 at N1.05tn against the N960bn recorded in 2014, adding that foreign reserves had reduced from $38.4bn in 2014 to $30.2bn this year.

The vice president also put the nation’s Absolute Poverty Index at 62.6 per cent, while unemployment was at 8.2 per cent.

While putting the population of the poor at 110 million, Osinbajo said most Nigerians had remained poor despite rising revenues and Gross Domestic Product growth because the nation’s main revenue earners, the extractive oil and gas, did not by themselves create many jobs.

He also attributed the situation to the irony of a top-down economic model where the major revenue earner was extractive and the value chain was poorly developed.

Other factors, according to him, are corruption and lack of transparency; infrastructure problems as well as low spending on health care, education and others.

Osinbajo said the nation could get out of possible recession by embarking on massive infrastructure building/renewal programme; social spending/social protection; improved consumer spending and job creation; and expansionist fiscal/monetary policies.

If budget is 8 trillion, govt should try to spend more on capital projects. Lot of decay in infrastructure esp roads. Also i noticed Osinbajo seems to have been put in charge of economic affairs. While he is a well-read man, he is lawyer and is not an expert in that area. So i hope Buhari has plans to put one of the more qualified ministerial nominees in charge of drawing up a budget.

Maybe with 8 trillion naira budget, FG really does have plans to pay 5k and feed school kids

The vice president of Nigeria is traditionally in charge of the economy.

The economy under Jonathan was in tatters because Jona had no clue and Sambo was a ghost worker.

Osinbajo, on the other hand, seems to have a good grip on things. Long may it continue.

This government should be reminded that elections are over. Enough of these noises as reality have set in already.

Lets do some simple mathematics.
Nigeria's total crude production currently hovers at 2M barrel per day, but I will assume 2.5M barrel for sake of optimism
Crude oil sells at slightly above $40/ barrel but I will assume $45/ barrel
Most JV agreements with Oil corporations stands at an average of 60% for Nigerian govt.
Cost of production of oil for most companies stand at almost 50% but I will assume 30% (optimist case) and then 70% profit
Only about 52% of total earnings goes to the FG, the remaining goes to state allocations and host state derivation
Assuming an exchange rate 200 naira per dollar and 365 days a year

Federal Government can make approximately 1.8 trillion naira from crude sales for 2016 optimally. Details below
so 2.5Million x $45 x 60% x 70% x 52% x 200 x 365 = 1.8 Trillion Naira

Historically, crude has formed about 70% of our budgets.... following same logic, total budget can only be 2.6 trillion Naira (1.8Trillion/ 70%)

Even if we increase taxes, collapse all tax and duty exemptions and without any diversification efforts by the current government, we will be lucky to add another 1trillion the 2.6 trillion to make it a maximum of 3.6 trillion.

So realistically speaking, 8 trillion FG budget is impossible for 2016. Propagandically speaking, APC govt have said it and they believe their zombies will believe it.

In addition, APC FG has claimed that 2016 budget will be developed through zero budget based budgeting. Now without ministers who are supposed to draw up the budget components within their ministries ..... how exactly did Osibanjo come up with 8 trillion when zero based budget was the agreed method?


And for those quoting revenues from Gases- NLNG; Inflow from Royalties (Oil and Gas and other ones); Non- Oil revenues; Custom Duties; Fines and Penalties; Licenses etc...... You need to understand that these are not new revenue sources, they have always been there and only contribute about 30% of the budget while crude sales provides the rest. Y'all need to learn, crude earnings - 70%; non-crude earnings - 30%. As such, estimated budget of 2.6 trillion had that all included if non-crude contribution remains at 30%.

How will the government fund an N8trillion budget in a period of low oil earnings? And N2trillion for capital expenditure out of N8trillion is absolutely unacceptable. This information is at best vague, I believe we will get a clearer picture of how the budget will look like in days to come.

if within 3months mda can generate over 1.4Trillion naira i think the zerobase 8trillion naira is feasible. and less coruption means more development and more job opportunities.

Rich and poor are two opppsing extremes on the wealth spectrum. There's also a tiered middle class which in most sane societies consist of the bulk.

It seems, you Guys don't understand the message or maybe the way the Punch Newspaper presented it.

Let me explain:

The 8Trillion Naira will be the total revenue generated by the Fed. Government in the next fiscal year. This will be made possible with the current introduction of TSA. No MDA (NNPC, NPA, NIMSA, Etc) will have a separate budget from that of the FG Govt. Unlike what we used to have. Therefore, the Fed budget will capture all their budgetary needs.

In the times past, these agencies generate, spend and pay a certain percentage of the surplus to the govt. They run the agencies as a separate country financially.

Zero Budgeting: Each Ministry/MDA will be given a "plain sheet of paper" to write what it needs for the fiscal year based on the economic policy of the Federal Government. With it, every kobo proposed by any agency or ministry will be justified. This is totally different from what was obtainable under PDP, where it operated what was known as budget padding, where the ministries just dust up the previous years budget and add some figures and Pronto, it becomes the new budget.

This simply tells you that the PDP govt never accounted for all the money accrued to our Treasury when they were there. A truthful and transparent govt will have and publish X2 of their revenue.
