Your story is probably false. If you score good grades in admission exams, no one would deny you admission in any part of Nigeria.

Decades ago, you don't apply for University admission...its not a job or Loan you apply for. When you choose the University when filling the form and after the exam you hit/pass the cut off mark then jamb will send you admission letter...

I wonder who you want to give the application letter?...besides FUTO is a Federal University meanin its'' runs'' is Federal(if you know what i mean)...and the issue of catchment area was in vogue/real then(don't know about now)...

...when you rewrote the jamb, did you apply like its a job?
