Father told me that I much give the church 10 Bags of Cement before registering my son..Pls nairalanders,is this act also practiced in your various churches? I'm not happy at all..

For what I understand in a catholic church,You don't "pay" a priest for providing a sacrament, you make a donation.

I sincerely doubt a priest is allowed to make such a request, if one is at the point of death would this be his response? Please I'm guessing that isn't the only catholic church in the city, go to another catholic church, get your son baptized then go back and donate cement if you want to and tell the priest you have already baptized your son.
