Some of the winners of the Lagos State Home Ownership Mortgage Scheme, Lagos HOMS, have written the state governor, Akinwunmi Ambode, lamenting that promises made to them on the completion of the project have yet to be fulfilled.

The winners, in a letter dated November 30, a copy of which was acknowledged by the Office of the Governor, stated that the completion date for the Mushin scheme had dragged on for about a year.

They asked for the urgent intervention of the governor, adding that many of them had been ejected by their landlords.
The letter, which also copied the Commissioner for Housing, read in part, “The completion of this scheme has dragged on for over a year (since August 2014) and a definite resolution of the issues confronting it appears not to be in sight.

“For your information sir, there are just five buildings of 60 flats within the Mushin scheme and the draws were held between August 2014, and April 2015.

“Winners were immediately notified and requested to pay their 30 per cent equity contribution before their flats could be allocated and majority complied.

“The first completion date for Mushin scheme advised by Lagos HOMS was March 31, 2015, and based on this advice, winners gave notices to their respective landlords that they would be terminating their tenancy agreement.”
It added that by the end of March, the project was not completed and the management of the scheme began to issue series of non- committal emails to the winners.

The winners said they started getting false promises from the management of Lagos HOMS, adding that the action was embarrassing, as well as traumatising.

“In September, the former Permanent Secretary of the Ministry of Housing informed us that you had intervened personally and we were again re-assured that the scheme would be completed and delivered by the end of the month.
“The September delivery date was missed under the guise of inability to connect electricity to the five buildings in the Mushin scheme. Till date, there has been no definite date for the resolution of the electricity issue and delivery of keys to winners.
“The actions of the management of Lagos HOMS have thrown several winners of this scheme into panic, emotional, psychological torture and great financial embarrassment,” it added.

They appealed to Ambode to urgently wade into the matter, urging that a definite completion date be set and communicated to them, to enable them to plan.

“It will be a great relief if we can spend this Christmas in our respective flats. We urge you to use your good offices in ensuring urgent completion and delivery of the Mushin scheme, as well as the allocation of flats to the winners (taxpayers) who have had their hard-earned money tied down to this scheme for over 12 months,” the letter added.
