Foggerit! Go and dig at another location, and if you can afford to do a geophysical survey before you do, pls do. Nobody will license for you explosive use for such a purpose

I will advice u to meet with mining company and discuss this issue wit the manager or its owner and they may offer to help you get one or advice u on how to source for it.

Plateau has a very rocky terrain, u can hardly do any kind of construction without blasting rocks, thus we have many people with police permit to handle and use dynamite. Am sorry I can't help cos of ur location. Best of luck.
