Probably not a scam.... But the phone will be quite useless... Don't look only on specs....
You could go for it.... Or you could just get a good powerbank.

Useless:
- Screen may not be sharp
- Since its itel, it'll probably be 1gb RAM, so it'll struggle to perform basic functions. Worse still, it may have a 1Ghz dual core processor(if not single core sef ). As such, it'll strain the battery and it may not last as long as you want it to.
- I can't really imagine an itel with good camera quality... Even if the specs are high, once you buy it, you'll see something different.

I'd suggest you continue with your phone and buy a powerbank to charge it. Or you could buy another phone, trusted, and with reasonable specs and still buy a less expensive powerbank.
Btw, what phone are you using?

Why can't u tell the capacity of Ram is 512mb, which is not enough for heavy user.If u are not fond of using many apps is ur choice,but if u not like frequent lag for the sake of lot apps installed. To be frank this is not........
