Yep.. That's the question.. I want to learn how to build Android application and I know that Java is a key language to know when building an Android App.

But my question is, must I learn everything about Java Before Starting out with the Android Development

Nay, you only need basics of JAVA. Know what variables are, how to declare. How to declare a function, write a class and those 101 things like writing loops, in short, learn how to write decent classes, subclasses and stuffs like overloading and regular OOP stuffs.
Then you are ready for android. You will find most of the libraries and stuffs you need in android, you just need to extend and write a few extra classes.
All those stuffs you see in android - database helper, activity, fragment etc are nothing more than JAVA classes and a few extras.

Seriously, if you want to enjoy android development, try and be smart with Java, if what oga dhtml18 said sound great to you then you should be find with android Devp, but if when you were reading his suggestion you see a concept you have not been able to digest, i'll advice you to learn them first before you proceed to android development so that you can find it really intresting. Google uses core Java syntax to build it Android SDK, so with few console apps, you cant find it really intresting developing for android.

All what dhtml mentioned are pure Java. I don't think there is anything more than that. If you understand all those concepts, then you are halfway an Android developer. My 2cents

Exactly, you understand very well.

I recently started learning Java and Android too. I'm using Android nano degree video series by Google and Udemy.

I used to watch the series more than I practiced Java, I thought my skills in php oop and my small C knowledge would help me through the Android course but after Course 1. I started seeing things like Generic classes, Array list, throws keywords in methods.
I had to run back and study Java squarely for 3 weeks.

I'm using Beginning Java 8 fundamentals, I have not finished the book yet, but I have covered most of the basic java features.

No it is not, android is pure JAVA. Every rule that applies to JAVA applies to android programming. What are the differences you observed?
In native android development, you develop your UI with XML, and use JAVA to power the functionalities - rather like using javaScript to script xhtml elements in web design.
