And also get reactions from nairalanders. thanks in anticipation for your time. national police computer project by stanley okolie. (St.okolie) Introduction This is a security and intelligence oriented project,which i christened the NATIONAL POLICE COMPUTER (NPC), targeted at achieving a state of security efficency, by the application of the simple systematic scheme which will be elaborated in the following pages of this document.The core part of this project is base upon the very core foundation of intelligence gathering, and databasing. It is my believe that if this project is implemented will positively revolutionize the state of security in the Nigeria state. Project plan The project is a security oriented one,hence the whole project is a aimed at improving security efficeincy in Nigeria,by delibrate and systematic scheme that will utilise, the information and communcation technology ICT,to maximise security efficeincy in Nigeria,by the introduction of a National Police Computer system(NPC), In this system, Anyone who is arrested for any criminal or recordable offence, (and also prisoner (inmate) in penitencairy), has record created on the National Police Computer (NPC).the NPC will utilise biometrics and Automatic Identification and Data Capture (AIDC) systems.as a part of the national security databasing system.what this means is that a database of police record is available and police can access police record all over the country just by stroke of computer, via a secured server. In the NPC when someone is arrested information and data are collected,hence the person NPC record is created and updated at other times,if someone with an already existing NPC record is arrested, just by finger print been scan their NPC record is called up automatically on the screen, a person's NPC record contains their name, date of birth, sex and a photoghapic description of physical appearance, an arrest summons number,finger print, detail of offence arrested for Case file number. and it also gives physical description of the person (i.e photograph) and a broader description of the case.outstanding warrant or court order if any, and other security details. These system will also include convicted criminals, suspects and victims of crimes, as well as the details of people who have been questioned by police but not charged.and so the NPC network doesn't just tell law enforment if a person has been convicted of a crime. It also tells whether they 've ever been arrested or if they appear in police files as a victim, a suspect, a complainant or a witness.the NPC also has juvenile files, And for the first time in Nigeria's history, all police records of arrest and data will be kept indefinitely on the NPC, take for instance instance that mr X,is arrested for a crime,after been processed, mr X finger print or photograph is logged on the NPC,the NPC by deflaut match the fingerprint and photograph to his NPC record using a special recognistion software,and automatedly the screen calls up mr X police profile record, whenever a data is logged on the NPC by default action the NPC cross refrence the finger print and photograph over wanted or missing person list,crime scene data.or suppose mr X is a wanted man,who had been captured on a camera,which was addimited as evidence using the AIDC his photograph is Automatically matched to the one from evidence.irrespective of the fact that the case was instituted in probably a differnt state,hence the NPC makes police job easy effective and thorough because while the manuel system can't go through data of a giving station in 24 hours,the NPC goes through the National data in matter of minute. |

Operational strategy the operational strategy of the NPC is very simple and more importantly acheivable,for the technology to be employed are not rocket science,the NPC will be carried out in three phrases,which are 1: the building of the NPC databank, The databank would be a fussion of all state/regional police databases. the national NPC databank is expected to have a high capacity storage space to collate all police data nationwide. As well as ability to process data from over 5000 active user at the same time. The database would be built and managed by an ICT firm. 2: the second phase of the NPC project would be the installation of computer component in every police station. these computer are regular computer one can find in just about any office.which are the standard computer set.(i.e monitor, c.p.u, keyboard) a finger print scanner to scanner print,a camcoder,for capturing images,and a document scanner for conversion of hard document to it computer equvelent,and an internet connection to access the NPC server. 3: the last phase would be the training of police personnel to be operator of the NPC on the individual police stations,and also prison officer as the NPC will be Linked to the Prison inmate data. |
