For a culture that abhors the use of the left hand, there's more to it than meets the eye with the picture. Not only is the driver expressing his 'inner disdain' (unfortunately, he has no choice) by handing his 'offering', the policeman is well aware of this and he also uses his left hand to collect the package. Do me, I do you!
