Why would a third world country with over 80% of its population living in abject poverty have 10 presidential jets?

Because PDP leaders of yore were either heartless or ineffectual. They be like "Nigeria is a big country.. look how many jets we have"

We voted for change that's why we are selling them off to pay for needed infrastructure.
