How will Osun achieve this feat? Through IGR or Allocation or further borrowing? Please explain, I like to know.

Aspiring for top 10 for any state is in fact mediocre. If Osun can tap into its full potential thereby raising IGR and block wasteful spending with effective leadership it can compete with any state in the top 5. Effective leadership is all that matters. Hopefully, after Aregbesola's exit Osun would tk centre stage again.

Lagos state contributes 56%(About 40 billion monthly) of national VAT which is also shared by FAAC to states. Lagos currently receives about 7 billion monthly, if Lagos was given full control of its VAT alongside other states yet deprived of "Oil Money" it wont make a 'dent' on its economy. Am sure Ogun contributes immensely to National VAT too and can be independent. If you are looking for states totally dependent on Oil you would have to look up North-I said all these assuming your statement was directed to Lagos. If it wasn't accept my apology.

I am not doubting that every state has potential because they do. But Osun has a peculiar challenge of 'severe' mismanagement-I understand all Nigerian state are mismanaged essentially. However, a state unlocking its potential is dependent on the quality of leaders they have...

This report shows that SE states are very prudent in spending and rely less on ND oil. Compared to the criminal states that loves ONE NIGERIA SO MUCH BECAUSE OF NIGER DELTA OIL.....SEE THEM...OGUN, OYO, KADUNA, E.T.C., WITH INFLATED BUDGET YET WITH NOTHING TO SHOW FOR IT!

This is criminal, I know this is where you are obviously driving to but Have you put in cognizance of debt accrued by the respective States ?
You can't use net allocation to justify.
Gross allocation (gross FAAC) when used will probably put your senses in order.

The debt stock of each state is boldly displayed-you can make of it whatever you desire to. Btw there is an argument for debt depending on what you are using for. It could actually be beneficial. The argument for debt is however not for today

Shut up, STOP spewing rubbish from your hands.
We all know that the reason why the net FAAC is small wasn't because they depend less on federal allocation(oil money) but because most of the money are meant to service their huge debt...

Why didn't you choose osun to buttress your point if you are sincere, bc you know you gonna get Busted.
Now let's look at osun state which is the state that has the lowest net FAAC due to huge debt. The igr of the state has surpassed that of net FAAC bc of debt servicing which they depend solely on FAAC for succor. Oil money is what is servicing osun debt. If not osun will be on eBay by now.

Stop spreading falsehood. Oil dependents.

Lol cant you be civil at all
Well, it is not as if Osun is receiving an additional package from the FAAC. Whatever Osun is getting is what a typical s/e state is receiving. What Osun then does is really none of ur business. Secondly, whatever debt relief it got would be taken from her future allocations. At least Osun is paying its debt now, some other states are still stealing the so called allocation. So everyone still ends up d same.
Finally, whatever we in the S/W take from the FAAC is not more than what we contribute to the FAAC
40B from VAT from Lagos( deliberately exempted other s/w state) monthly,
1.5 billion naira from entire Oil sale($52 pb benchmark) from Ondo- note that this is a conservative analysis since I didn't add VAT from other S/W states or Customs revenue. I also deliberately omitted Lagos crude sales since its new. The analysis indicate s/w contributing 41.5 billion naira. All s/w state collectively get 23 billion averagely per month from FAAC. so we do contribute more than we get. The imbalance is created by the s/e and the north.

Budget based on expected revenue instead of actual revenue is a recipe for national calamity.

When there is a shortfall in the expected revenue, government borrows money that ends up in the pockets of corrupt officials

So don't rejoice over budgets based on expected revenue instead of actual revenue

LOL. This is a baseless assumption as to the bolded. You get to back it up with facts and figures.
You're Busted on the first one, try the second.

Fact is sw States depends on Oil money allocation called FAAC.
They thought oil money will run forever so they borrowed and borrowed their futures away just like we've seen in osun state.

Greediness is just too bad. Dude.

Apart from Lagos and Rivers, all those first six states with massive budget go just embezzle, owe one million years salary with no infrastructural development.

What's Delta state governor Dr Ifeanyi Arthur Okowa doing with these billions yearly. LGA staff have not seen alert for the past 10months and some LGAs 12months. SElected Councillors are being owed for months.
Most of his project especially roads are "kwashiokor"

I really don't know either. Delta is a wealthy state and should be having rapid development at the rate of Lagos or Rivers

Talking as if the east isn't also indebted. When you study the state debt profile you would notice that debt is very peculiar to southern states. Even Oil producing states are also in debt
