Tenement rate is paid by the occupier of the house, i.e Tenant in a case where the house is leased out.

how would the occupier pay for tenement rate or land charged, is the properties belong to the occupier, pls help me out.

By virtue of property rating & taxation, the occupier(s) pay d tenement rate.

the question here is why tenement rate and for what purpose is this rate collected by gov't used for? and so on.

if u can ponder about the reason(s) behind any existing policy, u will come to realise that tenement rate or land use charge is meant for d betterment of d citizenry that enjoyed the infrastructure and other social amenities provided by d gov't in our neigbourhood such as ROAD, PIPE BORNE WATER AND D LIKES. And also, for maintenance of these amenities.

Thus, d law says d occupiers pay be tenement or land use charge. the OCCUPIER can be d Landlord or tenant provided he/she lives in the property, that benefitted from d aforesaid amenities.

Lastly, we should endeavour to know our right and civic responsibility.

Asalab, i believe u are right with what u say, occupier could be the landlord or the tenant and either of them that is occupying the property will have to pay the tenement , but most time, the landlord used to pay the tenement rate because of the huge money being collected from the tenant, it wont be easy for them to tell the tenant to pay such money since its not even much compared to what they already have collected from such tenant, which means that the tenant has indirectly paid the tenemnet rate during rental payment as it has been somehow added by the landlord

This is simple. The tenement rate in question is collected by the government for services being enjoyed by those within the local government area where the building is situated. If the house is being leased out, say the landlord doesn't live within the said property, the occupies of such building pays the tenement rate. Why? because the landlord isn't the one enjoying those services. If i live in a house where the Landlord is abroad, of course, he wouldn't be responsible for paying rates. If the building is not occupied, the landlord pays the tenement rate. If peradventure the landlord lives with his tenants, they both share the burden of the rate in a proportional manner, although in this case, the landlord should pay more.
