Justifying the unjustifiable!....what about the political economy??...Aren't YOU aware that such distribution of federal institutions has a huge multiplier effects on demographics and by extension the federation's LIMITED resources in imbuing extraneous advantages to the benefiting states and to a larger extent their host geopolitical zones.
