i have a friend with no degree but good in python. can he apply ? am sure he is willing to learn whatever lang/framework you use.

No degree is required for the opening. I am not totally sure If the employer would want to take someone good in python already and not php...

But we never can tell. He should give it a shot.

I am really not sure, but i think you should just apply first, then relate with the employer.

Majorly, all tech jobs are done remotely nowadays, so i assume the employer would have taken that into consideration
