For survival,food is the most important,water can be gotten cheaply or easily without much trouble.There are open places where the food can be cooked,the bag of rice can also be exchanged for whatever the owner want,in my opinion they must have family or close friends,money was given alongside the bags of rice according to the news.A problem is half solved when a little relief is obtained,other aspects will come step by step,if someone provides bag of rice,another can provide the soup,job,shelter etc.If nothing is done to those returnee as shown in those pictures they may become a manace/armed robbers within their community because of desperation and hunger.Kudos Prophet TB Joshua for helping the needy.
